Position Overview
The successful candidate will join the Cluster Application Team with oversight in the development and implementation of IT workplans for the business.
The candidate will focus on implementation and management of the IT Workplan, funding proposal governance and review.
In the course of work, the candidate will be exposed to a wide range of IT initiatives across the healthcare ecosystem and strategic decision-making by Senior Management.
There will be opportunities to harness and hone the candidate's skills to plan, design and create tools to facilitate the reviews and implementation of health IT initiatives.
To be successful, the candidate will have to communicate effectively when interfacing with a broad range of people in various job levels and roles.
This role will be based at Kent Ridge.
Project Management Responsibilities
Accountable for the project management of the implementation Workplans working with team members and stakeholders in NUHS, IHiS and vendor(s) across the Software Development Lifecycle
Responsible to oversee and ensure development and documentation of user requirements and project scope for new backend operations / digital applications or enhancements to existing applications
Accountable to ensure the development of IT Workplan documents for procurement and award, such as Approval to Procure / Award paper,
Accountable to present strategic proposals and progress updates on the portfolio to senior management at C-suite level
Responsible to ensure that implementation of IT Workplans is conducted within the governance of the relevant departments such as procurement and legal
Responsible to develop and recommend proposals to Senior Management for their review and endorsement
Accountable to lead cross-functional collaboration to design comprehensive integration plans and develop methods and processes for guiding the implementation across the parties of NUHS, IHiS and third party vendors
Accountable to manage dependencies / integration across teams and systems including facilitating review and seeking approval in technical forums such as MOH Solution Review Board
Manage the vendors in project implementation, application testing, supporting application patches and upgrades in accordance with project methodologies and policies
Responsible to monitor and ensure project implementation is in accordance to project and quality assurance procedures and methodologies including timely project updates to various stakeholders and forums
Responsible to monitor and ensure the vendors meet the contractual obligations and service level post go-live of any Digital Transformation Workplans
Responsible to work with NUHS IT PMO Team for tracking, monitoring and reporting of project status as well as budget utilisation
Responsible for the administration, review and approval required to ensure proper IT governance and compliance to IT Policies
Responsible to provide guidance and coaching to junior team members and manage a cross functional team across NUHS, IHiS and third party vendors
Communication Responsibilities
Responsible as the key liaison party with Senior Management, business users and external parties
Responsible to provide guidance to team members and stakeholders on Workplan planning and operations, working towards optimising value of IT, defragmenting IT systems and harnessing the benefits of adopting common platforms and solutions
Responsible for the communication to team members and stakeholders on IT policy and guidelines such as the HealthTech Instruction Manual in order to ensure smooth and effective implementation of policies to key stakeholders
Responsible to guide users to navigate the various process and procedures at the various stages of the project such approval for funding proposals, solution technical review
Requirements
Degree in Computer Science, Computer Engineering or equivalent
At least 8 years of relevant Project management capabilities and experience in driving a cohesive team and cross teaming environment
Proven track record in project and programme / portfolio management, user and vendor management for mid to large-scale projects
Experience in healthcare industry or public sector IT programmes and projects is an added advantage
Good knowledge of Digitalisation and implementation within Cloud Platforms with the ability to drive across the project lifecycle from digitalisation, through design to implementation and deployment
Strong leadership and analytical skills and ability to work independently
Strong ability to handle ambiguity and high work pressure.
Ability to multi-task and work under tight timelines
Possess confidence to resonate with senior management leadership – internal and external stakeholders
Excellent communication, problem solving, presentation, negotiation and interpersonal skill with proven ability to translate complex, technical subjects into clear and concise communications to a variety of key stakeholders of different levels
