OverviewWe're on a mission to strengthen quality and assurance across our Building Control Unit - and your expertise will be key.
As our Quality & Assurance Manager for the Building Team, you'll lead the development, implementation and maintenance of operational policies and procedures that support excellence, compliance, and drive continuous improvement.
You'll ensure our systems meet accreditation standards, support capability development across the team, and act as a primary contact for external audits and regulatory reviews.
You'll also contribute to managing litigation claims, supporting training and development, and championing quality outcomes that align with our strategic goals and legislative obligations.ResponsibilitiesDrive policy development, updates and implementation in line with BCA accreditation and statutory requirementsLead audit preparation and responses, liaising with IANZ, MBIE, and other auditorsProvide guidance on training, competency, and quality assurance assessmentsManage and monitor building-related litigation claims, working with legal counsel and insurersContribute to regional building group initiatives, shared services, and system enhancementsInfluence strategy, change, and continuous improvement across the Building TeamSupport territorial authority functions through documentation and assurance practicesChampion leadership, risk management, and a positive team cultureAbout YouYou're a systems thinker who combines practical experience with strategic insight.
You lead with credibility, deliver with clarity, and are confident navigating the complex compliance environment of a Building Control Unit.
You will have : A bachelor\'s degree in policy, quality management, engineering, or a related fieldExperience in quality and assurance, policy development, or capability uplift - ideally in a technical or compliance-heavy environmentProven experience supporting accreditation, leading audit processes, and implementing regulatory changeA strong understanding of how quality impacts customer experience, risk, and organisational performanceConfidence working with legal counsel and managing building-related litigation processesExcellent communication skills with the ability to influence, guide and build trust across all levelsA track record of leading people through change, training and continuous improvementAbout UsAt Hutt City Council our vision is to build a connected, resilient and inclusive city where all our people thrive.
