OverviewAnalyst, Regulatory Intelligence and Insights – Wellington based position.

You will join a high-performing intelligence team to interpret the operating environment, identify indicators of change, and provide a broad range of high-quality intelligence products to decision makers.

The role involves leading products from start to finish through the intelligence cycle and rapidly responding to changing requirements, while learning about the aviation environment and the CAA's role as the regulator for this space.Recent legislative changes and organisational realignment have opened exciting opportunities across the Civil Aviation Authority of New Zealand as we evolve into a modern, intelligence-led regulator that supports economic growth in New Zealand\'s aviation sector.

We are committed to intelligence-led, risk-based approaches and a strong value-for-money ethos.What You'll DoInterpret the operating environment, identify indicators of change, and provide high-quality intelligence products to decision makers.Lead products from initiation through the entire intelligence cycle and adapt to changing requirements.Rapidly respond to short-notice taskings and evolving product scope.Develop sound intelligence assessments to inform regulator decisions and operational workgroups.What You'll BringA solid understanding of the intelligence cycle with practical experience applying it to intelligence products.Experience in developing intelligence requirements (IRs) and translating analysis into usable insights and assessments.Ability to navigate challenges with a solutions-oriented approach and maintain adaptability to change.Experience applying Structured Analytic Techniques to analyse intelligence problem sets.Ability to learn new information systems and engage with data visualisation dashboards (e.g., Power BI).

Strong relationship-building skills across the organisation, government, and stakeholders.Capability to form sound intelligence assessments to support decision-makers and inform regulator work.Strong written and verbal communication skills for briefings and reports.Formal intelligence training (e.g., NZDIA, DIAC, PgCertIntel or similar) is preferable.Interest in the aviation industry and ability to understand relevant legislation (e.g., Civil Aviation Act 2023).

Aviation experience is advantageous but not essential.Must be eligible to obtain and maintain a Top-Secret Security clearance.SalaryThe salary band starts at $98,689 up to $137,630.
