Job description

Director, Integrated Delivery and Planning, Wellington

About us | Mō mātou

The Ministry of Social Development is a people‑centred organisation. We’re in communities across the motu, working with partners to help New Zealanders be safe, strong and independent. We provide social policy and advice to government and assistance, including income, employment and housing support to people of all ages, families, whānau and communities. As a Te Tiriti o Waitangi partner we are committed to supporting and enabling Māori, whānau, hapū, Iwi and communities to realise their own potential and aspirations. Our people are as diverse as the communities we serve. We care about the wellbeing and success of our people and provide a supportive and inclusive working environment where people can thrive and be who they are.

Join MSD’s flagship transformation programme, MSD – services for the future , and help shape how we deliver services to New Zealanders for the next 30 years. The programme is about MSD’s future role and how we can make a bigger and better difference for New Zealanders. It will help us achieve the shifts we want to make to achieve our strategic goal, Te Pae Tawhiti.

  • Fixed Term / Secondment for 2 years
  • Base at National Office Wellington

MSD is seeking a Director to support Integrated Delivery of MSD – services for the future. Integrated Delivery is the key implementation arm of this transformation. We will implement the technology, process and people changes needed to land both our Future Service Model and Client Engagement Practice, while also transforming the way the Ministry delivers its core products and services for clients, staff and partners. You’ll join a passionate, future‑focused team at the heart of MSD’s once‑in‑a‑generation transformation. You will work closely with the General Manager for Integrated Delivery as well as Directors across technology, Business Change and Service Delivery. Central to this role is leading the Delivery Office (as part of Integrated Delivery). You will shape and guide the team in providing key programme, planning and governance functions to support Integrated Delivery. The successful candidate will be integral to the execution and delivery of the long term roadmap for MSD – services for the future, along with day‑to‑day programme management functions, and providing key advice on the delivery of a successful transformation programme.

What you’ll be doing | Ko te mahi

  • Work closely with other Directors to lead the planning, execution, and monitoring of multiple change initiatives, ensuring alignment with organisational objectives and programme Benefits.
  • Manage and develop effective programme management practices for Integrated Delivery, aligned with MSD – services for the future programme standards and frameworks. This will include establishing and managing processes around risk, issue and dependency management.
  • Develop and maintain relationships with key stakeholders, including executives, project sponsors, vendors, and internal teams, to ensure clear communication and alignment throughout the workstream and across the broader MSD – services for the future programme.
  • Manage project resources in‑line with integrated planning and project timelines, including budget, personnel, and external contractors, to ensure optimal utilisation.
  • Identify potential delivery risks and develop mitigation strategies to minimise disruptions to project timelines and objectives. Proactively monitor and address issues as they arise throughout the workstream’s programme lifecycle.
  • Develop and enforce quality management standards across deliverables and products, in line with established Quality Management frameworks.
  • Drive continuous improvement initiatives within the workstream; identifying opportunities to streamline processes, develop good practice, enhance efficiency, and maximise the value delivered by the programme.
  • Oversee workstream engagement with governance groups, including developing and presenting programme updates, status reports.
  • Develop and oversee effective reporting processes from delivery teams that facilitates transparent communication, accurate status reporting and effective decision‑making across governance groups.
  • Manage relationships with third‑party vendors and service providers involved in delivery, ensuring performance and quality standards are met, and that commercial agreements align with programme planning and outcomes.
  • Qualifications

  • Prior experience managing large‑scale, multi‑year programmes or projects, preferably within a similar industry or domain and encompassing organisational, process and technology change.
  • Strong business acumen and commercial thinking, and demonstrated experience of Vendor Management.
  • Proven ability to effectively engage and manage relationships with diverse stakeholders, including senior leaders, project sponsors, vendors, and cross‑functional teams.
  • Strong knowledge of project management methodologies such as Agile, Scrum, Waterfall, or hybrid approaches, and the ability to adapt methodologies to suit the needs of the programme.
  • Demonstrated ability to identify potential risks and develop proactive mitigation strategies to ensure project success and minimise disruptions.
  • Proven track record of leading and motivating cross‑functional teams, providing guidance, mentorship, and support to drive high performance and collaboration.
  • Strong analytical and problem‑solving skills, with the ability to analyse complex situations, identify root causes, and develop effective solutions.
  • Excellent communication and presentation skills, with the ability to convey complex information clearly and effectively to diverse audiences, including senior leadership.
  • Experience managing project budgets, resources, and timelines to ensure successful project delivery within budgetary constraints.
  • Good understanding of technical concepts related to cloud‑based solutions, release management, and enterprise systems architecture, though not necessarily hands‑on technical expertise.
  • Demonstrated commitment to driving continuous improvement initiatives within programmes and projects, seeking opportunities to enhance efficiency and effectiveness.
  • Strong strategic mindset with the ability to translate vision into actionable plans and initiatives.
