Reporting to the Assistant Dean, the incumbent plays a critical leadership role in overseeing the strategic direction, quality assurance, and operational management of programmes.
This role ensures that programmes align with institutional goals, University standards, and evolving industry and academic trends.
The incumbent is responsible for driving governance initiatives, ensuring compliance with higher education regulations while promoting continuous improvement in academic standards and student experience.This role is offered on a 3-year renewable contract basis in the first instance, with the prospect of a regular open employment contract thereafter subject to satisfactory job performance during the first 3 years.
Remuneration is based on a 12-month salary structure, with an annual variable bonus which is subject to the incumbent's performance and the University / School's prevailing remuneration policies.
The incumbent will be emplaced at an appropriate appointment grade based on his / her individual merits.Key Duties and ResponsibilitiesStrategic Leadership & Programmes AdministrationDevelop and implement academic programmesAlign undergraduate / graduate programmes with institutional strategic goalsParticipate in meetings and decision-makingEnsure compliance with higher education policies and regulationsDevelop an objective Quality Indicator to ensure the good health of SCALE CET programmeAssessment OversightAssessment Planning & CoordinationQuality assuranceCompliance & integrityStandardizationData management & reportingCoordination with stakeholdersConduct regular curriculum reviews of existing programmesCollate, review and consolidate reports from academic units for strategic oversightStudent Wellbeing & ExperienceDevelop student advisory and mentorship programmes and policiesCoordinate student wellbeing programmes within the UniversityOrganize feedback sessions to assess student satisfactionImprove student support services, including career counselingMonitor retention and graduation rates, implementing interventions where necessaryAccreditation & Quality AssurancePrepare and submit accreditation reports to regulatory bodiesImplement continuous quality improvement processesConduct internal and external programme reviewsEnsure adherence to national and international academic standardsInnovation & StrategyDevelop and support multi / interdisciplinary collaborations for innovative problem-solvingPromote the integration of digital tools and e-learning platformsDiversity & AccessibilityDevelop and enforce policies on the diversity of student populations of programmesPartner with organizations supporting accessibility in educationEstablish scholarships and funding opportunities for underrepresented studentsStakeholder Engagement & PartnershipsFacilitate partnerships with technology and research organizationsBuild relationships with industry partners and employersEngage alumni in mentorship and networking initiativesDevelop internship and employment collaboration opportunitiesGeneral DutiesReview relevant data and analyze statistics for reporting to senior management and internal / external stakeholdersReview and streamline processes and systems for optimal efficiency and stakeholder experienceOversee communication matters within APOQualifications and RequirementsAcademic & Professional CertificationAt least a good bachelor's degree in any discipline from a reputable universityStrong English language proficiency is essential; proficiency in Mandarin will be an advantage to attend to Mandarin-speaking clients locally and in the regionIT savvy and proficient in MS Office applicationsExperience & AttributesAt least 10 years' relevant work experience, with at least the last 5 years in a similar capacityEnergetic and skilled people manager, able to lead and rally a team towards achieving common objectives in a fast-paced, results-oriented and ambiguous work environmentHighly numerate, analytical and meticulous with strong administration skillsStrong project management and organisational skillsDriven self-starter with strong analytical, critical thinking and problem-solving skillsResults-driven, self-motivated and highly disciplinedExceptional / Good verbal and written communication skillsExcellent interpersonal, communication (verbal & written) and presentation skills; flexible in adapting public speaking / presentation styles to diverse audiencesProven leadership skills to inspire, galvanise and engage staff members at all levels and with external stakeholdersStrong team player, able to work collaboratively with various stakeholders to achieve desired outcomesResilient, resourceful with good problem-solving and critical-thinking skillsNote : A copy of academic certificates and transcripts may be requested during the application process.
