  • Human Intelligence (HUMINT) is a vital intelligence stream that supports Government's commitment to addressing the harms caused by the importation of illicit drugs, revenue fraud, the growing threat of TSOC, and Trusted Insiders.As part of New Zealand Customs Service, the Human Source Unit (HSU) manages covert relationships through a team of source handlers and support staff. Overt relationships are managed through our Field Intelligence officers.The Senior Customs Officer Grade 2 (G2) Field and Human Source Intelligence Officer (FHSIO), is a new hybrid role for New Zealand Customs, combining the overt and covert nature of Human Intelligence collection. A seasoned Field Intelligence Officer with some source handling experience would thrive in this role.HSU is a national team based in Auckland. You will be required to work unpredictable hours alongside your team on occasion which can include travel anywhere in New Zealand.   • Ability to deploy nationally at short notice if required
  • Ability to work weekends and outside of normal business hours
  • Ability to obtain and maintain a Top-Secret level security
  • Ability to meet and maintain all physical requirements for the roleThe salary for this role is $82,894 - $106,618 plus an annual allowance of $16,286 for working flexible hours.

  • The FHSIO will be responsible for intelligence collection across New Zealand. This is a role which encompasses both the whole of case management of Covert Human Intelligence Sources and building and maintaining key overt relationships within the ports, airports, maritime industry, supply chain and partner agencies.The Human Source Unit targets people and organisations behind organised criminal activity impacting the border; this role therefore requires a high level ofinnovation, creativeness, thinking outside the square, and comfort in dealing with ambiguity. An ability to confidently and skilfully manage covert and overt relationships is required.The FHSIO will produce high value reporting of impactful intelligence relating to the importation of illicit drugs, revenue fraud, firearms and Trusted Insiders within ports, airports and the supply chain.The FHSIO will be responsible for growing and managing their own stable of Covert Human Intelligence Sources and having a strong focus on building and maintaining key overt relationships within the Ports, maritime industry, supply chain and partner agencies.The role requires resilient, self-motivated, proactive individuals with a strong ability to build effective, outcome driven relationships. You will be dynamic, conscientious and adaptable.
  • If you successfully pass all stages of the recruitment process for this role and are offered a position, you will be required to attend and complete a 7.5-week Customs level 1 HUMINT course that will commence in February 2026. This is a pass or fail course. Your employment will be subject to the successful completion of the 7.5-week course which is critical for you to safely deploy as a Field and Human Source Intelligence Officer. If you are unable to pass any of the key assessment modules, your employment with Customs will be terminated and you will be given four weeks' pay in lieu of notice.

  • To be successful in this role you will need to be able to demonstrate the following :
  • Must have experience in managing Covert Human Intelligence Sources
  • Must have experience working as a Field Intelligence Officer
  • Excellent interpersonal skills - and a proven track record in building and managing effective relationships
  • Comfort engaging with a wide range of people and the ability to build positive, open relationships with people of all ages and stages of life
  • Innovative and creative mindset. Able to problem solve, and be comfortable dealing with ambiguity

  • To work for the New Zealand Customs Service in this role, you must be able to meet the following requirements :
  • Ability to obtain and maintain a Top Secret\
  • level security clearance.
  • Be a New Zealand Citizen or New Zealand Permanent Resident
  • Residing in New Zealand at the time of application
  • Have resided continuously in New Zealand for the last 10 years\
  • Must have a clear Police record and be able to obtain an Organisational Security clearance.
  • Hold a full New Zealand drivers licenceAlready having a Top Secret clearance is a benefit, but not a requirement. We'll guide you through the process.You will also be asked to complete a medical check, drug screening and a physical fitness test\

  • ) If you are a New Zealand Citizen or New Zealand Permanent Resident who has resided in New Zealand for the last 10 years but have been absent from New Zealand for periods of 6-9 months within the past 10 years, preferably in one or more of the following countries : either Australia, Canada, UK or the USA then you may still meet the requirements for a 'secret' clearance. You will be required to provide overseas Police certificates for these periods spent outside of New Zealand.

  • ) The physical test, which is part of the recruitment process, measures you against average levels of fitness for your age and gender. You will need to pass the Beep Test to 'average' level (you can find out more about the Beep test online) and some strength based tests.
