    About the Programme

    Health New Zealand makes significant payments to Health Sector Providers who deliver services on behalf of Health New Zealand.

    The HSAAP programme will replace the legacy agreement and payment systems and enable a modern and flexible approach to how we contract services from community and mental health service providers.

    This includes enabling changing funding models, different contractual mechanisms and payment arrangements.

    About the Role

    As the Commissioning Service Readiness Programme Manager, you will play a pivotal role in the successful delivery of the Health Sector Agreement and Payment (HSAAP) programme by engaging with internal teams and Providers to simplify / align agreements, business rules and policies and ensure the sector is onboard and ready for the change.

    This position provides strategic oversight across portfolios, driving, monitoring, and reporting on work programme objectives.

    A core focus will be leading the service readiness and commissioning activities needed to transition health sector agreements from legacy systems to the HSAAP solution.

    You will :

    • Oversee the review of business rules, agreements, and policy across commissioning teams
    • Coordinate commissioning resources to support the technical delivery
    • Lead sector engagement to ensure successful adoption.
    • The role requires strong programme management expertise to manage competing priorities, interdependencies, risks, and reporting requirements while keeping the programme aligned with equity and Te Tiriti principles.

      The scope of this role includes :

    • Service readiness activities (review of business rules, agreements, policy and strategy across National and Regional Commissioning) that are required ahead of the technical implementation onto Health NZ's new contracting solution.
    • Coordinating resources needed to support the technical implementation (requirements gathering, testing and training).
    • Implementation activities (support Sector engagement and lead the change implementation and adoption).
    • About the Service

      The role sits within the Planning, Funding and Outcomes (PFO) Directorate and reports to the Manager, National Contracting and Procurement Team, with a dotted line to the HSAAP Programme Delivery Lead.

      You will work closely with PFO teams, regional teams, and the wider HSAAP programme team to deliver consistent, streamlined, and future-focused commissioning and contracting processes and agreements.

      About you

      You are an experienced programme manager with proven expertise in leading large and complex programmes of work.

      With strong leadership, relationship management, and programme delivery skills, you can manage multiple priorities and ensure outcomes are delivered on time and within budget.

      You will bring :

    • A knowledge of health service commissioning, including funding agreements
    • The ability to strip out complexity and experience implementing simplified agreements and / or processes in preparation for service transition (review of business rules, agreements, policy and strategy across National and Regional commissioning team)
    • Demonstrated experience in managing large-scale programmes (ideally within Health and / or Social Services), including service readiness, commissioning, or contract management system implementation.
    • A proven ability to lead programme planning, reporting, and governance processes effectively.
    • Strong relationship management skills, including experience engaging with Maori, Pacific, and wider sector stakeholders.
    • Experience in managing diverse stakeholder groups through change to ensure successful change implementation and adoption.
    • The ability to think strategically and anticipate long-term impacts, while providing practical solutions.
    • Excellent written and verbal communication skills, with the ability to convey complex information to senior audiences.
    • A strong understanding of equity, system thinking, and the application of Te Tiriti o Waitangi in practice.
    • Desirable experience includes an understanding of health payment processes and influencing outcomes across high-performance networks.
