The Transnational Organised Crime (TNOC) Strategy refresh will provide a comprehensive, whole-of-Government end-to-end approach to tackle transnational, serious and organised crime and support communities to minimise the harm caused by it.

It will bring together a significant number of government agencies with a response and resilience approach, to make it harder for organised criminal groups to gain footholds in their communities.

The TNOC Fusion Centre is hosted by New Zealand Police but sits within the multi-agency Strategy and Governance structures.

The team produce all-source strategic intelligence assessments, identify system vulnerabilities, and guide the prioritisation of initiatives, effort, and resource at the system level.

As the Senior Intelligence Analyst at the TNOC Fusion Centre, you will be an intelligence professional wanting to grow in a dynamic multi-agency environment and support the strategic analysis of complex issues across the TNOC sector.

You will demonstrate professional curiosity and adaptive approaches, using a range of analytic tools and methodologies to provide insight and foresight on complex TNOC problems and issues.

You will be a strong written and verbal communicator, familiar in presenting to clients across the multi-agency environment.

You will use your advanced critical thinking and team-focused approach to coach others on best practice intelligence tradecraft to support team development.

You will be enthusiastic, flexible and a fast learner who can easily come to grips with different business needs and processes.

Key Accountabilities

  • Produce strategic intelligence assessments that offer useful insight and foresight on a range of TNOC issues.
  • Undertake and oversee multi-agency collection activities selecting varied and appropriate sources and agencies, and proactively identify new collection sources.
  • Evaluate wide ranging and complex information from multiple sources and conduct analysis of complex TNOC problems using analytic expertise and critical thinking.
  • Identify emerging problems, trends, and opportunities.
  • Enable decision makers through communicating accurate, brief, clear, timely and relevant products that are suitable for a wide audience.
  • Engage in coaching and deliver constructive mentoring to colleagues and juniors.
  • Establish, maintain and constructively engage with a range of partnerships for the benefit of the wider team.

  • Current CPK at the rank of the vacancy you are applying for (Constabulary only).
  • For both Constabulary & Police Employees :
  • Agree to enrol in a leadership programme at the advertised level, at a future date or
  • Have qualified under CEP or a previous Career Progression Framework at the level you are applying for.
  • Strategic intelligence experience.
  • An understanding of transnational organised crime is desirable.
  • Hold the NZ Diploma in Intelligence Analysis (NZDIA) or equivalent.
  • Successful applicants must reside in Wellington or must be willing to relocate.
  • Additional Information

    The TNOC Fusion Centre is hosted by New Zealand Police and sits within the Intelligence Centre.

    For these reasons, and to ensure a consistent recruitment process, the application process will be undertaken using the Police framework.

    Security Clearance Requirements

    To be eligible for this role, you may be asked to obtain and maintain a TOP SECRET national security clearance.

    The minimum criteria for this level of national security clearance is :

    NZ Citizen who has resided continuously in NZ for the last 10 years, or :

  • A Permanent Resident who has resided continuously in NZ for the last 10 years, or
  • A citizen of or has resided continuously in one or more of the following countries for the last 10 years : Australia, Canada, United Kingdom, or United States of America, and has a background that can be verified by the NZSIS.

    Utu a-tau | Salary

    This position is covered by a collective agreement and salary will commence at $102,808.00 dependent on skills and experience relevant to the role.
