The programme is part of a national healthcare ecosystem and supports the digitization and connection with other national healthcare programmes.Role & ResponsibilitiesProject ManagementPart of the Project Delivery Team to drive the delivery of various IT projects from project initiation, implementation, and maintenance to meet the business needsPrepare tender specifications, involve in tender evaluation and awardDevelop the Project Management Plan which includes the project scope, objectives, assumptions, critical success factors, project governance structure, contract / vendor management, high level project schedule, deliverables, budget, risks, communication plan, and issue management etcIdentify, manage and track project progress, deliverables, issues, risks and dependencies that affect the delivery of the projectManage vendor to deliver enhancements, change requests and service requests on time to meet overall project goalsWork with internal and external stakeholders to ensure smooth integration and transition of the systemsEnsure ICT systems implemented comply with ICT and procurement policies, standards and procedures including Government Instructions Manual (IM), IT Security Standards and Technical ArchitectureValue-add to customers by providing advice on best practices in exploiting appropriate technology, reviewing and improving their work processes, and facilitating and supporting customers' change management process & adoption of the new systemPerform timely updates to stakeholders / reporting and presentations in Steering Committee or equivalent forums on project progress, issues, risks, resources and progress etcActively cultivate relationships with stakeholders and obtain buy in for business and strategiesManage vendors and IT contracts by ensuring contractual obligations are met and projects are successfully delivered by vendorsBusiness & System AnalysisLiaise with stakeholders to identify business needsConduct in-depth analysis of the business requirements specifications and feasibility studies on possible solutionsSupport the development of business cases defining potential benefits, solutions to increase efficiencies of business processes and associated risksSupport the review of existing business processes to identify new opportunitiesPropose / Develop alternative solutions to streamline processes and increase efficiencyEvaluate the viability and feasibility of possible improvements to processesDevelop reports and strategic analysis of business processesTranslate business requirements and user needs into functional specificationsCollaborate with developers to ensure requirements are incorporated into system designFunction as the liaison between users and technical staff throughout the solution implementation cycleWork with relevant stakeholders on user acceptance testingVerify that business requirements are incorporated into the designManage risks associated with solution integrationRequirementsBachelor's Degree in IT or equivalentExperience in IT project management with proven track record of successful project delivery, application support, user and vendor managementKnowledge in Cloud.
Experience in IT system migration to Government on Commercial Cloud (GCC)At least 8-10 years within IT industry, with at least 4 years of relevant hands-on experience in developing, implementing and maintaining IT systemsSolid understanding of SDLC and experience through minimum 3 full project lifecycles.
Mastery of Agile Development MethodologyGood grasp of IT technologies, methodologies and best practicesExperience in one or more of the following types of project implementations : datacenter migration, data migration or major system implementationPossess good analytical and problem-solving skillsGood in time management with the ability to manage multiple projects simultaneouslyAble to work independently and work as a team across the departments / divisionsAbility to perform tasks with minimal supervision and guidanceMeticulous and able to work under pressureStrong written and oral communication skills, and the ability to effectively communicate with technical and non-technical audiences (external vendors and internal stakeholders which includes presentation to management)Well-balanced team player who is able to help-out team members as well as can coordinate between cross-functional teamsExperience in healthcare industry would be an added advantageApply Now
