About the Role
Immigration New Zealand's Immigration Risk and Border (IRB) branch is seeking an experienced and strategic leader to head one of two Risk Targeting Analysis teams within the Joint Targeting and Analytics (JTA) unit.
This team plays a vital role in analysing data, intelligence and other information to inform visa and border risk targeting frameworks.
Lead a Principal Risk Targeting Analyst, a team of Senior Risk Targeting Analysts and Risk Targeting Analysts initially focused on risk targeting in the visa domain.
Develop broader capability across both visa and border domains over time.
Deliver robust, objective analytical and strategic advice to support decision-making across Visa Operations, Border Operations, Risk and Verification, and wider INZ leadership.
Work closely with immigration system colleagues and domestic and international partners to identify and manage immigration risks early.
Skills and Experience Required
Proven experience designing and delivering risk targeting services and high-quality analytical outcomes in partnership with colleagues and stakeholders.
Strong people leadership skills, including building inclusive, high-performing teams.
Ability to coach and mentor Principal and Senior team members and understand team dynamics.
Excellent stakeholder engagement and relationship management capabilities.
Strategic thinking with the ability to operationalise complex concepts and monitor performance.
Experience managing immigration or border risk at strategic levels.
Deep understanding of intelligence and risk targeting processes, systems and methodologies.
Experience in risk management and its application in business operations.
Ability to develop knowledge of INZ visa and border systems and their interaction with other domestic and international border agencies.
Familiarity with relevant legislation and data privacy principles in a risk targeting context.
Strong communication skills – able to convey complex concepts in plain English.
A commitment to continuous improvement and innovation in service delivery.
Tertiary qualification in a relevant field or equivalent experience.
Ability to obtain Aviation Security and Top Secret national security clearances.
