Overview

The Christchurch City Council is seeking candidates for two Chair, and one Member positions on the Christchurch District Licensing Committee.

The District Licensing Committee (DLC) is responsible for determining all alcohol licenses and managers' certificates in Christchurch, including new and renewal applications.

About You

We are looking for candidates who can demonstrate some, or all, of the following (please demonstrate these in your application) :

Chair

Exceptional verbal and written communication skills, with proven ability to facilitate group discussions and convey complex information clearly.

Produces high-quality, well-structured formal documents, demonstrating a strong command of written communication suited to business and legal contexts.

Thorough understanding of the Sale and Supply of Alcohol Act 2012, with the ability to apply legislative knowledge in practical settings.

Background in law or experience with hearing and court processes is highly desirable.

Working knowledge of hearing procedures and New Zealand legislative frameworks, with the ability to navigate and interpret relevant statutes effectively.

All Members

Experience with licensing and regulatory processes, including the application of relevant legislation.

Sound knowledge of the Sale and Supply of Alcohol Act 2012, with the ability to interpret and apply its provisions effectively.

Highly developed listening and questioning skills, enabling effective engagement and decision-making.

Understands the impact of alcohol-related harm on communities and incorporates this awareness into decision-making and policy application.

Strong verbal and written communication skills, with the ability to facilitate group discussions and convey information clearly.

Demonstrated leadership and a genuine interest in community wellbeing, contributing positively to local initiatives and outcomes.

Applies rules and regulations consistently and impartially, ensuring fairness and transparency in all processes.

Your application will clearly demonstrate how your ability to make decisions on alcohol matters and experience of hearing processes will benefit Council's DLC.

What We Offer

The DLC role is based on an as-required basis and would suit candidates who would be available during standard working hours to attend hearings.

The remuneration rate is set by the Minister of Justice and successful candidates will be contracted to the Christchurch City Council and not as employees of the Council.

As a chair, you could expect to lead between 4-10 hearings.

As a member you may expect to participate in between 3-9 hearings per year.

Hearings can vary in length from 1 hour up to 5 days (most cases would be dealt with in 1-2 days).

Decision making process

The Council is unable to appoint individuals who, either through their own involvement or through associations with others, have a connection to the alcohol industry that could reasonably give rise to actual or perceived bias, thereby compromising their ability to carry out their duties impartially.
