Senior Advisor, Enterprise Portfolio Management Office (EPMO)
Archway Recruitment is proud to partner with the Department of Internal Affairs (DIA) to bring strategic thinkers who want to influence decisions that matter.
About the Organisation
The Department of Internal Affairs (Te Tari Taiwhenua) helps connect people, communities and government to build a safe and prosperous Aotearoa.
DIA plays a critical role across digital services, identity, community funding, archives, policy and regulatory work — and is shifting to a stronger enterprise investment approach that ensures its resources and funding are used where they create the most value.
The Enterprise Portfolio Management Office (EPMO) now sits within Strategic Finance.
This reflects a shift away from traditional PMO activity towards enterprise-level investment planning, prioritisation and long-term strategic advice to the Finance and Investment Committee and Executive Leadership Team.
The focus is on the whole organisation — not branch-by-branch support — and ensuring DIA's 10-year investment plan aligns with government, ministerial and Department priorities, organisational capability, and future funding.
About the Role
The Senior Advisor sits at the centre of DIA's enterprise investment process, working directly with :
The Finance & Investment Committee
The Executive Leadership Team
Branch Investment Boards
Senior managers across all five branches
Your role is to help these groups make the right investment choices by providing clear insights, confident advice and well-reasoned recommendations.
This Role Is About
Looking across
Challenging branches on priority, alignment and realism — calling out overinflation and incorrect assumptions.
Presenting the "so what?" behind investment reporting — not just delivering status updates.
Helping shape the 10-year investment plan and advising on strategic fit, capability, capacity and funding.
Supporting governance with strong papers, options, recommendations and scenario insights.
Moving away from writing or fixing business cases; instead, critiquing them and advising governance on quality, strategic alignment and risk.
About You
Enjoys influencing senior leaders and shaping decisions.
Can hold your own in a room of Tier 2 and Tier 3 executives.
Thinks strategically, sees implications, and explains the "so what?" clearly.
Has experience in portfolio advisory, business partnering, strategy, investment planning, finance, or complex PMO work.
Has strong soft skills : confidence, clarity, presence, and the ability to challenge constructively.
Can analyse investment options, weigh competing priorities, and recommend what should come first and why.
You may currently be a Senior Advisor, Senior Business Partner, Strategy Analyst, Senior PMO Advisor, or a Management Accountant / Finance professional working at a level above your title — ready for a step into true strategic influence.
This role offers a step up for someone who wants to shift from operational project work to enterprise investment leadership.
