We've started an initiative to modernise our entire HR and payroll functions and are looking for a Senior Business Analyst to join us on the journey.

The ideal candidate will have worked on human resource projects before and be aware of modern practices.

This role is a fixed term position in response to increased demand within our high priority work programmes.

Mo te turanga mahi | About the role

As a Senior Business Analyst, you'll play a critical role in delivering our HR and payroll modernisation programme.

You'll work closely with stakeholders to understand business needs, define requirements, and ensure solutions align with best practice and compliance standards.

The Business Transformation and Services Business Group (BTS) provides sector-leading advice, technical expertise, and enabling services across the Ministry.

We design and drive strategies that bring our organisational vision to life, ensuring policies, processes, and tools are effective and continuously improving.

Nga pukenga me nga wheako | Skills and experience

• Proven experience as a Senior Business Analyst on complex transformation or continuous improvement programmes, ideally involving HR or payroll systems.
• Strong capability in eliciting, analysing, documenting, and managing business and functional requirements using structured methodologies and tools.
• Expertise in business process design, improvement, and alignment, including change impact analysis and operational model development.
• Demonstrated ability to conduct root cause analysis, risk assessments, and recommend innovative, practical solutions.
• Knowledge of New Zealand Government procurement processes and how they apply to large-scale projects.
• Exceptional problem-solving and analytical skills, with a track record of addressing complex business challenges.
• Skilled in facilitating workshops, asking the right questions to uncover essential information, and engaging stakeholders at all levels, including executives.
• Strong written and verbal communication skills, with the ability to translate technical concepts for non-technical audiences and produce clear documentation.
• Proficiency in project management tools and methodologies, with the ability to support planning, tracking, and reporting of BA activities.
• Ability to work under pressure, manage competing priorities, and adapt quickly to change in a high-change environment.
• Understanding of machinery of government processes, systems, and tools.

Whanuitanga Utu a-Tau | Salary range

Salary range for this role is $110,501 to $134,128 pa.

Appointment within this range will be based on skills and experience.
