Are you a highly experienced commissioning leader ready to drive equitable and sustainable health outcomes for New Zealanders?
We're looking for an exceptional Funding & Integration Manager, Primary Health, Maternity, Child, Youth to lead one of our key sub-regional commissioning teams—either in the West (Waikato to Taranaki) or the East (Bay of Plenty, Lakes, and Tairawhiti) region.
This pivotal role requires you to plan, design, procure, monitor, and review a diverse portfolio across Primary Health, Maternity, Child, Youth services. You will be responsible for the direct contractual management of primary health, maternity, child, youth services. You will also have an important role improving health services at a local level by developing strong partnerships with clinicians, senior management and communities to integrate services across the system.
About Planning, Funding & Outcomes (PFO) – Te Manawa Taki
The PFO team is responsible for the commissioning of all funded primary, community, and mental health services across the Te Manawa Taki region, which spans Taranaki, Waikato, Lakes, Bay of Plenty, and Tairāwhiti.

This is more than just funding health services; it's about strategic leadership and implementing local integrated care initiatives. You will :
Lead Strategic Commissioning : Lead a strategic portfolio of work and guide your high-performing team in the planning and funding of sustainable, financially responsible healthcare, ensuring services meet the highest standards of quality, accessibility, and efficiency.Drive Service Transformation : Implement new, integrated models of care and strategic initiatives that shift services from hospital to community settings.Champion Equity : Ensure all commissioning activities are underpinned by a deep commitment to equity, working constructively to achieve Māori health gain and equitable outcomes for all priority populations.Provide Leadership and Oversight : Manage the full commissioning cycle, overseeing performance, quality assurance, risk management, and compliance across all funded services in your geographic area. You will lead a portfolio of work, as well as mentor and developer for your team, fostering a culture of high performance and innovation.Build Powerful Partnerships : Collaborate extensively with Iwi, clinicians, providers, communities, and internal Health NZ colleagues to address access and outcomes and embed patient‑centred solutions.What You'll Bring to the Role
You are a seasoned leader with a deep commitment to improving health outcomes and a proven track record in complex commissioning environments.
Extensive Commissioning Expertise : A minimum of 8–10 years of health commissioning and service redesign experience in the areas of primary health, maternity, child, youth, with a significant portion in a leadership capacity.Leadership and Team Development : Proven experience successfully leading, motivating, and developing a team of professionals to achieve measurable strategic outcomes.Strategic & Analytical Acumen : Strong analytical, conceptual thinking, and problem‑solving skills, with a deep understanding of commissioning cycles, funding models, and the wider healthcare landscape.Stakeholder Influence : Extensive experience in stakeholder engagement, negotiation, and influencing diverse groups—including government, clinical, and community teams.Commitment to Equity : A strong commitment to reducing health inequalities and promoting equitable access, with practical experience building and leveraging strong, equitable partnerships, particularly with Māori and diverse communities.Proven ability to operate within a \#J-18808-Ljbffr
