Join our Regulatory Delivery branch and help safeguard Napier’s people and environment. In this senior role, you will take the lead on compliance, monitoring, and enforcement, ensuring that legislation, bylaws, and Council policies are adhered to, and you’ll lead and deliver compliance work that promotes sustainable practices across our community through education, monitoring, and effective enforcement to create lasting impact. The Senior Compliance Officer works closely with internal teams and external agencies, balancing reactive compliance responses with proactive monitoring and investigations to ensure high-quality, consistent results. This is an opportunity for a confident compliance specialist who thrives in a dynamic environment, combining strategic thinking with practical leadership to support Napier City Council’s regulatory goals. You’ll bring a strong understanding of compliance, monitoring, and enforcement in a local government setting, along with highly developed interpersonal skills to communicate effectively, work collaboratively, and build relationships. A natural problem solver, you will resolve conflicts and achieve outcomes through negotiation, fostering positive results for our community.

Te Āheinga - The Opportunity

  • investigate complaints, gather evidence, guide compliance outcomes, and take appropriate enforcement action where non-compliance occurs across multiple regulatory areas.
  • monitor compliance with applicable legislation including resource consent conditions, plan rules, and by carrying out inspections and investigations.
  • collaborate with internal and external stakeholders to find practical, constructive solutions to compliance issues.
  • mentor and support team members, sharing your expertise and best practice approach.

He kōrero mōhou - About You

  • Tertiary qualification in Environmental Science, Resource Management, Law, Health Science, or equivalent experience.
  • Minimum 7 years’ experience in compliance, monitoring, enforcement, or regulatory work.
  • Strong knowledge of relevant legislation (Resource Management Act, Local Government Act, Sale & Supply of Alcohol Act, Council Bylaws, etc.).
  • Skilled in investigations, monitoring, inspections, and enforcement.
  • Excellent communication, stakeholder engagement, and conflict resolution skills.
  • Customer-focused with a collaborative mindset with proven ability to lead and mentor staff.
  • Highly organised, able to prioritise, work independently, and maintain professionalism.
  • NZ Certificate / Diploma in Regulatory Compliance (Levels 4–6) is desirable but not essential.

  • This is a permanent, full time opportunity working 40 hours per week (generally Monday-Friday, but some after hours flexibility required). You will be based in Napier and travel across the city for inspections and engagement.

    The annual salary package for this role is between $91,400-$107,500 (including KiwiSaver), with the final offer depending on your skills and experience.
