Napier City Council is excited to introduce a newly created Portfolio Lead – Buildings role as part of its recent organisational redesign.
This position reflects a modern, future-focused approach to managing Napier's built environment, supporting a more strategic, collaborative, and outcomes-driven way of working across the Council.This position will be part of the Strategy & Urban Development Directorate (Urban), which leads future planning, policy development, and compliance to promote sustainable growth and enhance community well-being.
The directorate supports businesses and developers through regulatory service excellence.
It oversees projects to ensure efficient resource utilisation and the delivery of tangible community benefits.In this role, you will provide strategic oversight of community facilities, civic buildings, and other built assets, ensuring initiatives are well-prioritised, resourced efficiently, and aligned with long-term Council objectives.
By working across teams, stakeholders, and external partners, you will help shape the delivery of projects that maximise community value and embed new, effective ways of working across the organisation.Te Aheinga - The OpportunityProvide strategic oversight and coordination of Napier City Council's building project portfolio.Ensure projects are well-prioritised, resourced, and aligned with long-term Council objectives, including sustainability, financial efficiency, and community value.Build strong relationships with internal stakeholders, contractors, iwi / Mana Whenua, and external partners to support successful project outcomes.Monitor and report on portfolio performance, risks, issues, and interdependencies, enabling informed decision-making.Drive continuous improvement in delivery frameworks, tools, and practices, ensuring high-quality, timely, and efficient project delivery.Support change adoption across teams and ensure projects meet compliance, procurement, and reporting standards.He korero mohou - About YouTertiary qualification or equivalent experience in project management, engineering, architecture, or related discipline.Proven experience for a minimum 7 – 10 years, managing complex capital works portfolios or large-scale building / infrastructure projects, ideally in local government or the public sector.Strong understanding of building asset management, project delivery processes, and lifecycle management of civic or community infrastructure.Skilled in procurement, NZS

You will be based in Napier CBD.The annual salary package for this role is $112,900-$132,800 (including KiwiSaver), with the final offer depending on your skills and experience.Applications for this role close on 17 October
