Lead MPP's People & Capability function — driving culture, leadership and organisational success.
Responsibilities
Shape and deliver the People Strategy across the full employment lifecycle, from ER to leadership development.
Provide trusted advice to ELT and leaders on employment relations, change management and workforce capability.
Champion Pacific values and build an engaged, resilient workforce that supports a thriving Aotearoa.
Lead a senior team delivering high-quality HR services, organisational development initiatives, and leadership capability across the Ministry.
Strategic driver behind the People Strategy — ensure people, systems, and culture enable MPP to achieve its purpose.
Work with the Deputy Secretary, Corporate & Support Services and Executive Leadership Team, providing strategic advice and operational oversight across the full people lifecycle — from recruitment and capability to employment relations, remuneration, health & safety, and change management.

The Role

As Director, People & Capability, you'll lead a passionate and skilled team delivering high-quality HR services, organisational development initiatives, and leadership capability across the Ministry.
You'll be the strategic driver behind our People Strategy — ensuring our people, systems, and culture enable MPP to achieve its purpose.
This is a senior leadership role that works closely with the Deputy Secretary, Corporate & Support Services and Executive Leadership Team, providing strategic advice and operational oversight across the full people lifecycle — from recruitment and capability to employment relations, remuneration, health & safety, and change management.
Qualifications
Demonstrated experience leading people and capability strategy in a complex organisation
Proven expertise in employment relations, change management, and workforce planning
Strong capability in designing and delivering leadership and organisational development programmes
Excellent communication, influencing, and relationship management skills at all levels
A collaborative, credible leader with experience coaching and empowering high-performing teams
Sound understanding of public sector processes, systems, and the machinery of government
Relevant tertiary qualification in Human Resources, Management, or a related discipline
Experience in the Pacific community or similar multicultural environments is a plus
