Be part of one of the best policy shops in Government! As a policy advisor in the Economics and Stewardship or Forecasting and Analysis team, you represent Inland Revenue (IR) as a subject matter expert and trusted advisor to government, parliament, select committees and other stakeholders.

Inland Revenue Policy Unit

The Policy unit of IR is a specialised team of policy advisors, primarily based in Wellington, who are responsible for developing, managing, and communicating tax and social policy. This includes providing tax and social policy advice to Ministers. The team also ensures that the tax and social policy systems continue to be fit for purpose. By broadly influencing the social and economic agenda the team contributes to improve the overall outcomes across government.

Economics and Stewardship, Forecasting and Analysis

We are seeking two L2 Policy Advisors for our Economics and Stewardship team and our Forecasting and Analysis team, both of which sit within Policy. These teams work closely together.

The Economics and Stewardship team uses economic frameworks and analysis to provide advice on tax and social policies with significant economic impact. The team also takes a stewardship perspective to the tax system – looking into the future to ensure that our tax system stays fit for purpose.

The Forecasting and Analysis team undertakes quantitative analysis to support tax and social policy work. The team regularly produces tax and social policy forecasts as part of the Government’s Budget process, and reports tax results monthly to Ministers. The team is also primarily responsible for data analysis in support of Policy and for quantifying the fiscal impacts of proposed policy changes.

As a L2 you will have a minimum of 4 years’ experience in a relevant role. Our role descriptions are broad based and are applicable to most staff in Policy.

Mōu | About you

To be successful in this role you will bring :

  • Experience in undertaking research and providing quantitative information and insights in support of policy projects.
  • Ability to translate data and / or economics frameworks into clear policy insights.
  • Ability to apply an analytical mindset for complex problem solving.
  • Flexibility, ability to adapt very quickly to changes in priorities and timeframes.
  • A self-starter with a proactive approach to identifying problems.
  • Comfortable working with a broad range of stakeholders.
  • A tertiary qualification in a relevant discipline such as economics, mathematics, statistics or social or financial modelling.
  • For the forecasting and analysis team you would also have

  • Experience in using large databases for analytical work.
  • Experience in programming, ideally with SQL and SAS programming.
  • A sound knowledge of forecasting and modelling techniques.
  • For the economics and stewardship team you would also have experience in providing policy advice to Government.
