About the Role

As the Group Manager, Addictions , you will lead the national addictions system work programme, overseeing system design, service development, workforce initiatives, and the creation of a long-term addictions strategic roadmap.

Your work will involve deep collaboration with regional commissioning teams, iwi partners, service providers, lived experience leaders, clinicians, central government agencies, and community groups. You will guide strategic commissioning approaches, support sector-wide change, and help transform funding, service models, and access pathways.

This role also provides leadership advice for Board, Ministerial, and sector engagements, steward national Budget initiatives relating to addictions, and ensure that equity, Te Tiriti obligations, and whānau voices are embedded throughout every aspect of design and delivery.

This is a role for a leader who sees addiction support as a vital pathway to wellbeing, connection, and dignity — and who is ready to influence the direction of the system at scale.

About you

You will bring senior-level leadership experience and a deep commitment to transforming addiction services in ways that uplift equity and honour Te Tiriti o Waitangi. You are confident navigating complex, multi-agency environments and experienced in influencing at national scale.

You move confidently between strategic planning, sector partnership, and operational delivery, and you do so with a commitment to transformation grounded in Te Tiriti o Waitangi. You recognise that equity is not achieved through isolated initiatives but through long-term shifts in investment, capability, models of care, and how whānau and lived experience shape decision-making

You will likely bring :

  • Senior experience (10+ years) in commissioning, system leadership, or service design in health, with strong understanding of addictions services.
  • Demonstrated ability to lead high-performing, multidisciplinary teams in a demanding and strategic environment.
  • Experience developing large-scale strategies, service models, frameworks, or commissioning approaches.
  • Deep capability in partnering with Māori and Pacific communities, ensuring their aspirations and leadership guide system design, funding priorities, and service transformation.
  • Experience working within a regulated, complex public sector environment with comfort navigating the machinery of government.
  • Expertise in future-focused planning — anticipating emerging needs, identifying system levers, and designing long-range pathways that strengthen equity, workforce capability, and service sustainability.
  • You are someone who sees the bigger picture, connects the threads across regions and agencies, and can steward a national addictions system into a more integrated, culturally grounded, and equitable future. Most importantly, you bring commitment, integrity, reflective leadership, and the ability to create environments where people feel valued, supported, and inspired.
