Through integration and collaboration, we - rebuilding a health system underpinned by partnership, equity, sustainability,whanau-centred care, and excellence.About the roleThefunctions of the Clinical Leader role are diverse, but include providingleadership in relation to clinical matters, ensuring an effective clinicalgovernance structure is maintained, implementation of quality and patientsafety improvement measures, addressing complaints and medico-legal matters,oversight of recruitment to key clinical positions, ensuring that credentialingof medical staff occurs, and providing support and advice when concerns areraised regarding the working conditions, performance, conduct, or health ofclinicians.TheClinical Leader leads their service in partnership with the Operations Manager.Together, they will be responsible for all activities required to drive andsustain a tangata whaiora and whanau centred culture, in which the values ofour organisation are lived and realised.TheClinical Leader reports to the Clinical Director for the IntellectualDisability Service and supports them to develop and implement high quality andsustainable clinical services within the Intellectual Disability Service.
ThePrincipal Clinician, Clinical Nurse Specialists and Care Managers operatingwithin the service report to the Clinical Leader.TheClinical Leader ID Services works in collaboration with the Clinical NurseSpecialist, Team Leaders, Service Educator and relevant internal and externalstakeholders to implement and maintain high quality and sustainable clinicalservices consistent with the ID Services Model of Care.TheClinical Leader ID Services is a key contributor to both the RIDSS / NIDSS / NISUleadership team and the ID Service Clinical Governance Group.
The ClinicalLeader ID Services has a mandate to drive best practice across clinical teamsand all disciplines within the operational group.Otherkey relationships include partnerships with primary care, NGOs, and otherproviders operating locally, as well as with the other related positions acrossMHAIDS.About theTeam / Service LocationThe intellectual disability services offerinpatient and community services for adults and youth.
We provideevidence-based treatment for care and rehabilitation that prepares people withan intellectual disability to live fulfilling, offence-free lives in thecommunity.The inpatient service operates 24 hours a day, 7days a week, 365 days a year and provides assessment, treatment andrehabilitation of the above-mentioned client group.
The service is staffed with medical, nursing,allied health clinicians, mental health support workers, managers andadministrators.
The nursing and mentalhealth support worker staff all work rostered and rotating shifts.
Other staffwork Monday to Friday.The Community team provides two functions : as aMental Health Intellectual Disability Team which provides assessment andtreatment services in the Wellington region and consultation / liaison andtraining in the central region; and as a Consultation Liaison team whichprovides assessment and support in the central region to patients whosebehaviour has resulted in legal proceedings.Our forensic intellectual disability services arefor people who have a diagnosed intellectual disability and have committedoffences.
These clients are usually carerecipients or special care recipients under the Intellectual Disability(Compulsory Care and Rehabilitation) Act 2003 (IDCC&R) who have beenconvicted or found unfit to stand trial.
Some clients are also in service underthe Mental Health (Compulsory Assessment and Treatment) Act 1992.The work is person-centred, well-planned,monitored and responsive to each client - s psychological formulation andindividual risk profile.
Care and rehabilitation is progressive anddevelopmental.
This includes teaching and learning new skills through therapeuticprogrammes, experiential learning and staff walking alongside clients.
We workalongside whanau and community agencies to provide the best care we can.The service - s Philosophy of Care is PositiveBehaviour Support (PBS).
The evidence base for PBS show that the client groupis less likely to engage in behaviours of concerns, and more likely to engagein prosocial behaviours and skill development activities, when their quality oflife is maximised.About youTo beconsidered for this role you will;Haveextensive knowledge of intellectual disability service delivery, with strengthsin the following areas : Theapplication of psychological frameworks to the care and rehabilitation ofoffenders with an intellectual disability.Theories of behaviour changein neurotypical and neurodiverse populations.The Good Lives Model of Offender Rehabilitation and other forensicframeworks.Risk assessment and risk management within a forensicintellectual disability setting.Positive Behaviour Support.Thedelivery of forensic intellectual disability services in both inpatient andcommunity settings.Thelegal and ethical frameworks that underpin forensic mental health andintellectual disability services.Equity issuesin the delivery of healthservices.Te Ao Maoriand, specifically, bicultural models of healthcare.Have operatedwithin a complex environment, including meeting the needs of multipleorganisations at the same time.Have experience of managing a clinical operation effectively.Possessa strong mix of strategic and operational skills that include innovation inhealth services and prevention of illness and disability for targeted groups in society.Have provision ofstrategic interpretation and leadership for the vision, strategy and deliveryof assigned responsibilities withinannual plans.Have successful experience in managing internal and external relationships with an assortment of stakeholders, with demonstrated management success inbuilding relationships and gaining the support and participation of key individuals and groups.Have successful experience in leading staff duringtimes of change and change management.Have demonstratedability to find common ground and solve problems for the good of all, represent their own interests and yet be fair toother groups, solve problems with peers with a minimum of noise, gain trust easily and support peers and encourage collaboration.Be a registered practising clinician,with a current annual practicing certificate.Someone well-suited to the role will placea high value on the following : Valuing the contribution of othersManaging stakeholder relationshipsPro-active management to achieve outcomesDevolution of decision makingA commitment to contribute at a strategic levelA commitment to promote primaryand secondary clinicalresearch in MHAIDSWorking at HealthNew ZealandHealth New Zealand | Te Whatu Ora is- the weaving of wellness - .
