Based in Napier's vibrant CBD, this role sits within the Strategy & Urban Development Directorate, a team committed to shaping Napier's future through planning, policy, compliance, and regulatory services that promote sustainable growth and community wellbeing.
The Opportunity
Lead and manage Napier City Council's Resource Consents team, overseeing daily operations.
Guide Napier's growth by delivering resource consenting decisions that are efficient, sound, and aligned with Council policies and the District Plan.
Foster collaboration with developers, consultants, and internal teams to deliver seamless, customer-focused planning services.
Mentor and develop a skilled team, building a positive culture where people can thrive.
Represent Council in hearings and judicial processes, ensuring decisions are defensible and of the highest professional standard.
About You
A tertiary qualification in Resource / Environmental / Urban Planning (or related field) and extensive experience in planning / resource management.
Proven leadership experience, with the ability to coach, develop, and inspire a team.
Skilled at navigating complex regulatory issues and comfortable engaging in judicial or quasi-judicial processes.
Strong communicator and relationship builder, able to balance compliance with practical, customer-focused outcomes.
A collaborative leader who values teamwork, innovation, and delivering results for the community.

This is a permanent, full-time opportunity working 40 hours per week, Monday-Friday.
You will be based in Napier CBD.
The annual salary package for this role is between $120,700-$142,000 (including KiwiSaver), with the final offer depending on your skills and experience.
