About the Role
As a Senior Service Development Manager, you'll lead the development and implementation of innovative service delivery models in partnership with other agencies and key stakeholders. You'll be a subject matter expert in your life course area, with a strong focus on equity, needs-based service design, and person- and whānau-centred approaches.You'll work across national and regional teams to :
Drive system-wide service improvements
Lead commissioning, procurement, and contract management
Build trusted relationships across the sector
Ensure the voices and needs of priority populations are central to service designInitially, this role will focus on supporting work in the Family Violence / Sexual Violence and Child Protection portfolio, including the Health NZ Violence Intervention Programme (VIP) and the Dame Karen Poutasi review and recommendations.This is a fast-paced role that requires someone who thrives under pressure, can manage multiple priorities, and consistently delivers high-quality work within tight timeframes.
About the Team
You'll be part of the Whānau Wellbeing Team within the Population Health Group, which sits in the Starting Well Directorate of Planning, Funding and Outcomes at a national level. This role works across both regional and national teams, supporting system-wide service development and implementation to respond to the diverse and evolving needs of communities across Aotearoa.Our team works across sectors to protect, promote, and improve the health and wellbeing of individuals, whānau, and communities — with a strong focus on achieving health equity through evidence-informed, needs-based approaches.Some of our current programmes include :
Family Violence / Sexual Violence Prevention & Child Protection
Tobacco control
Rheumatic fever prevention
Sexually transmitted and blood-borne infections
About you
We're looking for someone who is passionate, adaptable, and strategic, with the ability to build strong, trusted relationships. You'll bring :
Proven experience in service design, commissioning, and investment planning
Strong understanding of Te Tiriti o Waitangi and its application in health
Demonstrated leadership in cross-sector collaboration and system transformation
Excellent relationship management skills, especially with Māori, Pacific, and disability communities
Strategic thinking and a commitment to driving equitable outcomes
Ability to manage competing demands and deliver results under pressure
