Napier City Council is looking for an experienced and strategic leader to join our Strategy & Programme Delivery team as Portfolio Lead – Transformation & Digital.
In this role, you will oversee a diverse portfolio of organisation-wide initiatives, ensuring projects are prioritised, aligned with Council objectives, and delivered to create lasting value for our community.
You'll play a pivotal role in embedding a culture of continuous improvement and digital enablement, guiding teams through change, and championing innovative solutions that streamline services and drive operational excellence.

The Opportunity
Lead and oversee the delivery of Council-wide transformation and digital initiatives, ensuring alignment with strategic priorities.
Champion the integration of innovative digital tools and solutions to improve services, efficiency, and customer experience.
Collaborate with internal teams, iwi partners, and external stakeholders to ensure successful project outcomes and adoption of change.
Shape a culture of agility, innovation, and continuous improvement that supports Napier City Council's long-term vision.
About You
7–10 years' experience leading complex transformation or digital portfolios, preferably in public sector or large organisational environments.
You are a strategic thinker with proven ability to align multiple projects to overarching organisational goals and priorities.
You have strong stakeholder engagement and communication skills, with experience working across technical and non-technical teams.
You are confident in project delivery, change management, risk mitigation, and performance reporting, with a passion for driving continuous improvement.

This is a permanent, full-time opportunity working 40 hours per week, Monday-Friday.
You will be based in Napier.
The annual salary package for this role is between $112,900-$132,800 (including KiwiSaver), with the final offer depending on your skills and experience.
