Shape Practical Policy that Makes a Real Difference

We are looking for a skilled and thoughtful Operational Policy Analyst to join our Collaboration and Change team. In this role, you will help shape the policies, guides, and procedures that support the everyday operations of the National Library and Archives New Zealand, making sure our practices are customer-focused, future-ready, and aligned to our statutory responsibilities.
You will work closely with staff and leaders across the institutions to review, develop, and update operational policies, helping translate legislation and strategy into practical, accessible, and meaningful guidance for our people. Your advice will be grounded in research and a deep understanding of the diverse communities we serve.
This role is ideal for someone who enjoys working collaboratively, has a knack for turning complex information into clear operational documents, and is passionate about building effective, people-centred practices.
What we're looking for
We're seeking a motivated operational policy professional with :
- Experience supporting or leading policy implementation projects, ideally within the public sector
- Strong skills in researching, analysing, and applying policy frameworks to real-world practice
- The ability to produce clear, user-friendly operational documents, such as guides and procedures
- Excellent interpersonal and relationship management skills, with a collaborative working style
- A good understanding of public sector requirements and a commitment to continuous improvement
- The ability to work effectively with Maori, including integrating te ao Maori perspectives into policy development
- Excellent communication skills, able to present complex ideas simply and clearly to a range of audiences
You will be flexible, solutions-focused, and passionate about making operational policy easy to understand and apply.
