Are you an experienced economist with a passion for sustainability and public value? Join the Ministry for the Environment's Partnerships, Investment and Enablement (PIE) group as we transform how environmental investments are designed, delivered, and measured.

We're building a smarter, more connected investment system—one that ensures public funds deliver meaningful environmental outcomes. As a Senior Analyst – Environmental Economist, you'll be at the heart of this transformation, designing an investment strategy which leads with robust economic analysis and helps us invest in the highest value outcomes while maximising the value of every dollar spent.

This role is a fixed term position in response to increased demand within our high priority work programmes. We are surging in people and resources in response to these priorities.

Mō te tūranga mahi | About the role

Reporting to the Manager Investment Strategy, you'll play a pivotal role in shaping how the Ministry allocates, manages, and reports on the economic impact of its environmental investments. You'll bring a strategic lens to fund design and performance, embedding robust economic frameworks to support better decision-making and long-term value creation.

The role supports a key deliverable under our Strategic Framework which ensures decision makers have a full and balanced account of environmental, social and economic costs and benefits.

This role recognises the importance of analysing the environmental system to understand where investment is most needed. It also focuses on measuring and building economic returns as the part of the foundation of the environmental investment landscape.

Ngā pūkenga me ngā wheako | Skills and experience

  • Leading economic analysis of environmental investment portfolios to identify areas most in need of investment.
  • Working with teams to assess value-for-money and long-term impact.
  • Providing advice on key economic and data metrics critical to understanding the effectiveness of the Ministry's Investments
  • Designing frameworks to measure and report on economic outcomes across diverse funding programmes.
  • Advising on investment strategy, fund design, and performance monitoring to ensure alignment with Treasury and public finance best practice.
  • Collaborating across business groups and agencies to embed consistent, effective investment approaches.
  • Driving innovation in how we understand and communicate investment returns, including non-market and environmental benefits.
  • Proven experience in economic analysis within the environmental, public policy, or investment sectors.
  • Deep understanding of investment management principles and funding systems.
  • Strong strategic thinking and the ability to translate complex data into actionable insights.
  • Excellent communication and influencing skills, with a track record of engaging stakeholders across government and external partners.
  • Experience leading change and embedding new ways of working in investment analysis and reporting.
  • Demonstrated ability to present analysis clearly to a wide variety of audiences, often within tight timeframes.
  • Excellent communication skills both written and verbal, as well as the ability to partner well with others and positively influence outcomes.
  • Demonstrated ability to collaborate with a wide variety of stakeholders and work as part of cross-disciplinary teams.
  • The ability to work comfortably in an environment of ambiguity.
  • Tertiary qualification in Economics or Post Graduate qualification (desirable).
  • Whānuitanga Utu ā-Tau | Salary range

    Salary range for this role is $108,976 to $132,277 pa. Appointment within this range will be based on skills and experience.
