The vocational education landscape in Aotearoa is entering a new era. From 1 January 2026, Industry Skills Boards will take on national responsibility for ensuring qualifications and standards across key sectors remain relevant, credible, and future ready. We are building a leadership team that reflects the scale of this mandate. This is your opportunity to be part of that foundation.

We are seeking an experienced Quality Manager to lead the quality assurance and qualifications development functions for the Manufacturing and Engineering Industry Skills Board. This is a rare opportunity to shape how New Zealand’s vocational qualifications evolve in response to industry transformation, technological change, and workforce expectations.

What you will bring to the role

You will hold responsibility for the full quality ecosystem within the ISB. This includes setting strategic direction, strengthening quality systems, leading national moderation processes, and ensuring our work maintains the confidence of industry, providers, Māori partners, and regulators.

You will lead two Team Leaders and a high performing team of specialists who are responsible for quality assurance, standards development, and qualifications design. The role requires a strategic thinker with the practical capability to guide operational delivery at pace.

What you will lead

  • The design and integration of quality assurance, moderation, and qualification development functions
  • National relationships with NZQA and key sector partners
  • Continuous improvement and evaluation processes
  • Oversight of all standards and qualifications to ensure they reflect industry needs and regulatory expectations
  • Governance level reporting and risk insight for the Chief Executive and Board

What you will bring

You will bring extensive senior experience in quality assurance, moderation, or qualification system leadership. You will understand the New Zealand vocational education environment, including NZQA frameworks, TEC obligations, and the broader regulatory landscape.

You will be an influential leader with sound judgement, the ability to build trust, and the confidence to operate within a reform environment where clarity, stability, and expertise are essential. Strong cultural competence and commitment to Te Tiriti o Waitangi are critical.
