Job description

Performs and coordinates advanced transportation engineering operations or maintenance support work such as construction and / or complex maintenance contract inspection; light and heavy equipment operation; roadway maintenance; traffic control; helping the public during emergency situations; and training other employees.

May serve as a lead worker.

Employees at this level establish their own work plan and priorities to meet set objectives.

Issues are rarely referred to the supervisor but are handled at the occurrence.

Responsibilities

GET I :

Inspects barricades to ensure compliance with barricade standards

Inspects complex maintenance and construction-related work to include hot mix overlay to ensure compliance with safety, laws and regulations, contract specifications and departmental procedures

Inspects construction and routine and non-routine contract maintenance methods and workmanship to ensure contractors build and maintain roadways, bridges, traffic signals and related highway structures in accordance with plans and specifications

Moves equipment, tools, materials, and products

Inspects traffic control devices and their placement at construction project sites for compliance with specifications for devices, safety laws, rules, regulations and the Texas Manual on Uniform Traffic Control Devices

May train other employees

Monitors bridge inspection consultant activities and assists with coding as needed

Operates light and heavy equipment; performs preventive maintenance and repairs on equipment; performs roadway maintenance

Sands or cleans bridges and roads, posts warning signs, helps the public and performs other work as directed during emergency situations such as floods, tornadoes, hurricanes, snowstorms, accidents, and hazardous material spills

Performs other job responsibilities as assigned

GET II (in addition to the above) :

Consults with contractors' superintendent on work progress and maintenance problems; reviews equipment utilization data and time / cost estimates

Oversees complex maintenance and spot improvement contracts and total maintenance, performance based, and / or bundled bid contracts

May serve as a lead worker and the related tasks

Performs detail design and quantity checks for plans, specifications, and estimate (PS&E)

Prepares plans, specifications, and estimate (PS&E) using automated programs; reviews plans, enters data and updates, stores and maintains PS&E documents and files

Researches plan sets and reviews proposed construction plans, specifications, and estimate (PS&E) and supporting documents for accuracy and completeness to ensure compliance with state and federal laws, policies, procedures and design guidelines

Reviews / assists in the development of traffic control plans, coordinates with law enforcement agencies, monitors lane closures at construction sites, documents changes in traffic control setup and coordinates with the Public Information Officer

Minimum Qualifications

GET I

Education : High School Grad or Equivalent in general high school studies.

Experience : 4 years in transportation engineering support, roadway maintenance, construction inspection, or related work experience.

(Experience can be satisfied by fulltime or prorated parttime equivalent).

Related college education or relevant technical training may be substituted for experience on a year per year basis.

Substitutions for Minimum Qualifications

GET II

Education : High School Grad or Equivalent in general high school studies.

Experience : 6 years in transportation engineering support, roadway maintenance, construction inspection, or related work experience.

(Experience can be satisfied by fulltime or prorated parttime equivalent).

Related college education or relevant technical training may be substituted for experience on a year per year basis.

Substitutions for Minimum Qualifications

Licenses and Certifications :

Valid driver's license.

This position requires driving a state vehicle.

GTT I : Valid driver's license and must obtain a Commercial Class "A" Driver's License or have obtained a "CDL" "A" License, with "N" endorsement, within 90 calendar days from date of employment.

GTT II : Valid driver's license.

Must have a Class "A" Commercial Driver's License (CDL) at time of application, with "N" endorsement within 90 days of hire.

Currently Military or Veterans : US Military CDL Equivalent Conditions of Employment : US Military License candidates must successfully obtain Texas Class "A" CDL within 90 days of employment.

Training in a classroom, office, or field environment

Physical Requirements and Working Conditions

Subject to inside and outside environmental conditions

Subject to extreme cold and heat; below 32 and / or above 100 degrees for more than one hour

Subject to noise

Required to wear protective gear-respirator, hard hat, or other device

Medium work : Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs

Standing-prolonged periods of time

Walking-moving on foot to accomplish tasks : long distance / from one work site to another

Talking-expressing or exchanging ideas by spoken words

Hearing-perceive sound at normal speaking levels;receive information by oral communication

Close Visual Acuity-work includes data / figures; view a computer screen; extensive reading

Visual Acuity-operate motor vehicles and / or heavy equipment

Conditions of Employment

Standard Conditions of Employment (TxDOT) :

This job has been identified as physically demanding and will require a pre-employment physical.

Must pass a drug test prior to employment for safety impact positions.

This is a Safety Impact position and will be subject to random drug testing.

Please note that the Department of Transportation's Drug and Alcohol Testing Regulation – 49 CFR Part 40, at 40.151(e) – does not authorize "medical marijuana" under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.

Must be able to report for duty within 45 minutes of notification on a 24-hour basis to respond to emergency situations.
