Job description

Quality Systems Project Manager - Planning, Funding and Outcomes

  • All Locations | Permanent, full-time | Multiple Positions Available
  • Lead projects that improve patient safety and quality of care across the health system
  • Join a collaborative team working at the intersection of digital innovation, clinical excellence, and system-wide change

Health New Zealand | Te Whatu Ora is the country's largest employer, delivering universal public healthcare to 5 million New Zealanders.

We provide essential hospital, specialist, and community health services across 80+ locations — from large urban centres to rural towns and remote communities.

Our goal is to improve health outcomes for all New Zealanders by delivering equitable, accessible, and innovative care.

About the Role

As a Quality Systems Project Manager, you will lead the design, planning, and delivery of nationally prioritised quality systems projects. Your work will span patient safety initiatives, clinical workflow improvements, national service review recommendations, care pathways, and the development of quality and safety reporting.

You’ll coordinate project teams, manage stakeholders across regional and national groups, and ensure that every project is delivered to a high standard, on time, and within scope. A key part of the role includes supporting the implementation and scaling of digital systems that improve patient safety, clinical processes, and the overall experience of patients and families.

You will shape project documentation, measurement plans, progress reporting, risk mitigation strategies, and change management activities. You’ll also help build capability across the organisation by coaching teams in project management, quality improvement, and change leadership. Ultimately, your work will help strengthen collaboration, embed best practice, and improve quality of care across the health system.

About you

You’re someone who brings steadiness, clarity, and confidence to national projects. You know how to move between strategy and detail without losing sight of purpose, and you thrive in environments where good relationships are as essential as good planning.

Our preferred candidate will bring :

  • Relevant qualifications in a health, business, project management, or professional discipline, supported by a formal project management certification or equivalent experience.
  • Five or more years of project delivery experience within the health sector or similarly complex environments.
  • Strong knowledge of the New Zealand health system, its priorities, and the levers that shape quality, safety, and clinical improvement.
  • Proficiency in project and improvement methodologies including quality improvement, codesign, change management frameworks, and tools that support structured, evidence-based progress.
  • A proven track record of delivering projects from concept to completion, consistently meeting deadlines, budgets, and stakeholder expectations.
  • Experience implementing digital systems in clinical settings, and confidence navigating the intersection of technology, clinical workflow, and user experience.
  • Capability in developing and mentoring others, including teaching improvement methods and coaching teams through change.
  • Strong relationship-building and influence skills, with the ability to work across agencies, disciplines, and regions, including effective engagement with Māori, Pacific communities, and consumer groups.
  • A collaborative approach, paired with personal drive, sound judgment, and the ability to navigate ambiguity with a calm and solutions-focused mindset.
  • A commitment to equity and Te Tiriti o Waitangi, and an understanding of how to embed these principles in your day-to-day work and project outcomes.
  • Working at Health New Zealand
