We are seeking a dynamic and experienced Senior Strategy Analyst to become a pivotal player in our ICT Portfolio and Programme team.

The Portfolio and Programme team is responsible for the planning and implementation of ICT-related initiatives into the Greater Wellington environment using the SAFe framework.
In this role, you will :
Use your strategic thinking and technical insight to shape the future of ICT by working closely with influential stakeholders to refine and enhance strategic initiatives.
Drive impactful initiatives across data, infrastructure, applications and more by creating fit-for-purpose Business Cases using Lean Business Case or GW's Business Case processes.
Utilise your expert facilitation and stakeholder engagement skills to translate strategic vision into actionable plans, directly influencing and improving our business outcomes.
About the role :
As the Senior Strategy Analyst you will work closely with business teams, Programme Lead ICT Strategy Delivery, ICT leadership, Architecture, Product Management, Agile delivery teams, vendors and other key stakeholders to elaborate and deliver our strategic initiatives.
You'll lead the development of high-quality business cases, influence technical decisions across domains like data, infrastructure, security, applications, and service delivery, and engage confidently with senior stakeholders and vendors.
This role is ideal for someone who thrives in a dynamic environment, can flex between technical and business improvement initiatives, and brings a collaborative, future-focused mindset to everything they do.
Skills and experience required :
A bachelor's degree in Business Administration, Information Systems, Management, or related field.
5+ years in IT business analysis or strategy, including enterprise-level experience.
Proven experience with large-scale enterprise projects and transformation initiatives.
Ability to identify and implement strategic business changes and process improvements.
Strong technical literacy across ICT domains (data, infrastructure, security, applications, service delivery).
Experience developing functional requirements, process design and business cases within the Agile / SAFe framework.
Skilled in Agile / SAFe delivery frameworks.
Excellent relationship-building, facilitation, and communication skills, including leading workshops and strategic discussions with senior leaders.
Experience with vendor engagement, RFP processes, co-designing solutions and procurement.
Ability to manage multiple priorities and balance strategic and pragmatic thinking.
Capability in Te ao Maori or willingness to develop this capability.

The remuneration range for this position, inclusive of all benefits, is $114,467 to $171,700, with a midpoint of $143,083.
Starting remuneration will depend on the skills and experience of the successful applicant.
