Overview

Toitū Te Whenua Land Information New Zealand (LINZ) is seeking a highly experienced digital leader to join their Executive Leadership Team as Kaihautū / Deputy Secretary – Digital Delivery .

LINZ is the government agency responsible for New Zealand’s property and location information. It regulates land titles, survey, and rating valuation systems, manages Crown-owned land, and provides authoritative geospatial and hydrographic information. LINZ also operates Landonline , a world-leading digital platform that supports land transfer and registration in New Zealand. The organisation plays a critical role in enabling property transactions, supporting government priorities, and ensuring secure, trusted and accessible land information for all New Zealanders. LINZ has three key focus areas – to be an agile and customer-centred organisation with strong digital foundations.

The role

As Deputy Secretary (Kaihautū) – Digital Delivery, you will :

  • Provide organisation-wide digital leadership, championing customer centricity, transformation, agility, and innovation.
  • Be a strong and influential digital leader across government, bringing your knowledge and understanding to cross-government digital strategies and approaches.
  • Oversee delivery of major digital programmes, including ongoing enhancement of the Survey & Title application.
  • Hold the key leadership roles of Chief Digital Officer, Chief Information Security Officer, and Privacy Sponsor.
  • Build and maintain strategic relationships across government, sectors, iwi and hapū, and communities.
  • Drive adoption of AI and other emerging technologies to improve services, outcomes, and organisational performance.
  • Ensure LINZ has the systems, skills and capability to deliver secure, customer-focused digital services that support Treaty partnership obligations.

About you

The successful candidate will be a highly experienced digital and technology leader with a proven record of delivering complex, customer-focused digital transformation programmes at scale. You will have a depth of experience in technology delivery, adoption of new technology (including AI), information management, security, and privacy, with the ability to manage risk and implement robust governance frameworks.

You will demonstrate strong strategic and people leadership capabilities, with the ability to influence stakeholders at the highest levels of government and the private sector. You will have a track-record of creating a culture of collaboration, continuous improvement, and operational excellence across teams and programmes.

A clear commitment to the principles of the Public Service Act and the Crown’s responsibilities under Te Tiriti o Waitangi is essential, ensuring that digital services are delivered in a way that meets the needs of New Zealanders.
