As a Policy Analyst in our Strategy and Policy team, you’ll contribute to work that makes a real difference — supporting projects and plans that influence how our city grows, how we care for our environment, and how we support community wellbeing.

Every day brings variety. You might be researching emerging issues, analysing data to support new policy proposals, preparing reports for Council, or helping design engagement processes that ensure our community’s voice is heard. You’ll work closely with experienced colleagues who will help you strengthen your analytical, problem‑solving, and strategic thinking skills.

This role is ideal for someone who enjoys connecting ideas and people — someone curious, adaptable, and motivated to see how evidence, engagement, and good governance come together to shape great outcomes for Napier. Te Āheinga - The Opportunity

  • Contribute to the development and review of strategies, policies, bylaws and plans that help deliver on Napier’s long‑term vision.
  • Undertake research and analysis to support evidence‑based decision‑making across Council projects.
  • Help design and deliver engagement activities that reflect community needs and perspectives.
  • Support continuous improvement within the Strategy and Policy team through collaboration, innovation, and great communication.

He kōrero mōhou - About You

  • Holds a tertiary qualification in public policy, social science, or a related discipline.
  • Brings 2–3 years’ experience in policy analysis, strategy, or research‑based roles.
  • Demonstrates strong analytical thinking, writing, and communication skills, with the ability to translate information into clear advice.
  • Works well in a collaborative environment, balancing attention to detail with a proactive, solutions‑focused approach.

  • This is a permanent, full time position working 40 hours a week, Monday-Friday. You will be based in Napier.

    The annual salary package for this role is between $91,400-$107,500 (including KiwiSaver), with the final offer depending on your skills and experience.
