Tenei turanga - About the Role :

Immigration New Zealand's Immigration Risk and Border (IRB) branch is seeking a dynamic and experienced leader to head the Risk Rules team within the Joint Targeting and Analytics (JTA) unit.

This team plays a critical role in developing, deploying, and managing visa triage and border risk targeting rules that support immigration decision-making and protect the integrity of New Zealand's immigration system.

As Manager Risk Rules, you will lead a team of technical specialists responsible for designing (in collaboration with Risk Analysis teams) and implementing business rules across multiple systems.

You'll work closely with ICT, Future Services, and other border agencies to ensure robust, sustainable rule delivery systems and risk targeting products.

Your leadership will be key in driving continuous improvement, ensuring consistency, and enhancing INZ's risk management capability.

This is a strategic, technical, and people leadership role that requires strong stakeholder engagement, system thinking, and a commitment to innovation and excellence.

We're looking for a leader who brings :

  • Proven experience in leading the strategic design of risk rule processes and deployment of risk rule systems
  • Strong people leadership skills, with a track record of building inclusive, high-performing teams
  • Excellent stakeholder engagement and relationship management capabilities
  • Strategic thinking with the ability to operationalise complex concepts and monitor performance
  • Experience in risk management and understanding of its application in business operations
  • Knowledge of risk rule development and deployment applications, or the ability to acquire it quickly
  • Familiarity with relevant legislation and data privacy principles in a risk rule context
  • Strong communication skills – able to convey complex technical concepts in plain English
  • A commitment to continuous improvement and innovation in service delivery
  • Tertiary qualification in a relevant field or equivalent experience
  • Ability to obtain a national security clearance
  • At time of application you must be a New Zealand Citizen or hold a Permanent Resident Visa.
