District Licensing Committee Members

Do you have experience interpreting legislation or making decisions in a regulatory or hearing environment? Are you confident applying principles of natural justice and procedural fairness? Would you like to use those skills to serve community wellbeing across the Rotorua District?

We are seeking expressions of interest from people with legal, regulatory, or tribunal experience to join the Rotorua District Licensing Committee (DLC). Members consider applications under the Sale and Supply of Alcohol Act 2012, bringing independent judgment and sound reasoning to hearings that affect our Rotorua District communities.

What will I be doing as a committee member?

As a member of the DLC you will sit on hearings panels that determine alcohol licence applications, such as on‑licences, off‑licences, club licences, and manager’s certificates.

You will contribute your experience in evidence‑based decision‑making, apply statutory criteria, and ensure fairness for all parties appearing before the Committee.

How do I know if I am the right person for the job?

We’re looking for applicants with experience in fields such as law, regulatory compliance, investigations, mediation, or other tribunal or inquiry work. We also value professional insight from industries such as hospitality, tourism, health, education, and social services.

Strong analytical skills, impartiality, and an ability to assess evidence and interpret legislation are essential.

We are also seeking people who reflect Rotorua’s diversity, particularly those who can represent Māori, Pacific, rangatahi / youth, and migrant perspectives.

Preference will be given to candidates who live in the Rotorua District.

Are there any conditions that may exclude me from applying?

You are not eligible if you :

• are currently employed or contracted by Rotorua Lakes Council, or
• have a financial interest in, or employment with, any part of the alcohol industry (for example, a licensed premises, manufacturer, or supplier).

What is the time commitment?

This is a part‑time, as‑required role. We expect to hold around 15–20 hearings per year.

Hearings can range from a few hours to several days, depending on the complexity of the matter.

How does the recruitment process work?

Apply online through the Council’s careers portal, including a recent CV and cover letter explaining your relevant experience and interest in the role. Shortlisted applicants will be invited to interview, and final appointments are subject to Council approval.

Interviews are expected to take place in December, with final appointments confirmed by mid‑January 2026.
