Chief Advisor – Technical Advisory

Location : Palmerston North, NZJob Type : PermanentSalary : $140,146 – $163,435 per annum + 3% KiwiSaver.

This range reflects the individual's skills and experience.

About this role

The Chief Advisor provides technical leadership, subject-matter expertise, strategic advice and governance support integral to the Ministry's approach to ensuring safe, compliant water services that meet minimum performance standards across the Ministry's property portfolio.

The role includes developing policies, procedures, assessment methodologies and quality assurance processes to ensure water service investment meets safety, compliance, reliability, sustainability, maintainability and performance KPIs while delivering 'Value for Money.'

The Advisor will champion evidence-based design and effective asset management to achieve safe, compliant water supplies and wastewater systems.

Responsibilities

  • Develop appropriate policies, procedures, assessment methodologies and quality assurance processes for water services investment.
  • Ensure compliance with safety, reliability, sustainability, maintainability and performance KPIs.
  • Champion evidence-based design and effective water services asset management.
  • Provide high-quality, timely strategic advice to internal and external stakeholders on technical challenges within School Property.

Qualifications & Experience

Bachelor of Engineering (BE) or equivalent specialising in civil or water services engineering.

Chartered Professional Engineer (CPEng) or equivalent.

10+ years of technical experience in water services treatment and network infrastructure design and construction in a New Zealand context.

Experience designing, constructing, operating and maintaining small drinking water and on-site wastewater systems in New Zealand.

Comprehensive knowledge of engineering and legislative standards for water, wastewater and stormwater infrastructure.

Proven leadership, influencing and credibility building across diverse stakeholders.

Data-driven decision making with ability to identify trends, risks and opportunities.

Strong understanding of political awareness and ability to navigate government processes in a complex environment.

Excellent interpersonal and communication skills.

Commitment to adhere to the Public Service Standards of Integrity and Conduct.

We lead a strategic programme of capital works, investment planning and portfolio management to deliver value for money and support school and kura outcomes.

The Technical Advisory team provides construction, water services, electrical, asbestos compliance and ICT network infrastructure expertise.
