About the Role
We are seeking an experienced and strategic leader to step into the role of Engineering Services Manager, responsible for overseeing the delivery of core infrastructure services, including roading, solid waste, and development engineering.
This position plays a critical role in ensuring these services are delivered efficiently, sustainably, and in alignment with Council's long-term objectives.
The Key Responsibilities for this position are :
Lead and manage the Engineering Services team to deliver high-performing, efficient outcomes
Build strong, collaborative relationships with internal teams and external agencies (e.g. NZTA, Waikato Regional Council, MfE)
Secure internal and external funding to support key projects and service delivery
Provide expert technical and strategic advice on infrastructure planning and asset management
Act as Engineer to Contract for capital and operational works, ensuring delivery meets scope, quality, and compliance standards
About You
You will bring strong leadership capability, sound technical expertise, and a proven ability to operate at a strategic level.
You'll also demonstrate excellent relationship management skills and a clear understanding of the political and regulatory environment in which local government operates.
Your background will include :
A relevant tertiary qualification in Civil Engineering, with Chartered Professional Engineer (CPEng) status and full membership of a recognised engineering body
A minimum of five years' experience in a senior leadership role within the engineering or infrastructure sector
In-depth understanding of local government legislation and compliance requirements
Familiarity with the Treaty of Waitangi and Tikanga Maori, and their relevance in the local government context
Working knowledge of NZS3910 and 3917
Demonstrated experience in managing external relationships with government agencies and stakeholders
A proven track record in the development, procurement, and delivery of infrastructure contracts
Strong commercial, political, and financial acumen
