Job description

Role Purpose

The Material Controller Lead reports to the CIC Section Manager – Construction or Delegations, responsible to ensure / provide adequate functions, guidance, material control methodology to site material control team including and not limited to meeting the HSSE, Quality, Specification, Schedule, Cost, and Company Material Management System requirements. Assisting for planning / proposal / bidding packages to relevant departments / sections from construction point of view. Ensure adequate manpower deploy to projects and material control methodology documents are updated efficiently as appropriate.

Key Accountabilities

Work Nature

  • Independent on regular nature of work, uses personal experience, Team Works, applies relevant company policies and procedures.

Material Control Activities

  • Oversee company material management system including system deployment, licenses, training, implementation, lessons learned, trouble shooting and improvement.
  • Oversee material control personnel including guidance, job descriptions, hires, project deployment, training, performance goals coaching, evaluation, regular feedback and path carrier growth.
  • Ensure Data Management among Engineering, Procurement, SPMAT and Subcontractors System are being communicated effectively.
  • Provide material delivery forecast schedule, Workfront analysis is in line with the requirements of project schedule to facilitate timely completion of the project and provide recommendations / countermeasures.
  • Assisting for planning / proposal / bidding packages to relevant departments / sections from construction point of view.
  • Arrange regular feedback, update sessions with material control team. Provide support, guidance and elevate to higher management as appropriate.
  • Ensure that material control team adhere to latest construction material management procedures, latest revision drawings and specifications, comply to regulatory requirements, fulfill equipment vendor’s specifications and project specifications.
  • Identifies system integration requirements between SPMAT and Subcontractor third‑party systems.
  • Provide technical support to all project, including SPMAT trouble shooting (Help Desk) for Construction Module.
  • Ensures Bill of Materials (BOM) or Material Take Off (MTO) are properly managed, for data integrity, input and maintenance data in SPMAT Construction Module.
  • Conduct periodic material control audits to ensure compliance with company procedures, specifications and policies.
  • Provide support / assistant for material transfer in / out among MODEC / OFS projects adequately.
  • Ensure Spare Parts and Special Tools are handling over to Commissioning and Pre‑Ops adequately.
  • Apply knowledge, best practices in construction material management and inventory management to improve constructability and productivity.
  • Ensure material status is finalized including SAP / SPMAT upon Yard Closeout / Project Closeout.
  • Communications

  • Maintain a good relationship with team members, reporting directly to CIC Section Manager – Construction or Delegations.
  • Interact with internal and external departments including but not limited to engineering, procurement, vendors, subcontractors, and clients.
  • Facilitate communications with functional teams to ensure that issues are identified and incorporated into schedules and execution plan.
  • Documentation

  • Review / update / produce material control documents including Best Work Practices for Construction Material Management periodically as appropriate.
  • HSSE

  • Complies with the MODEC HSSE Policies and Standard as described in the HSSE Commitment Statement. HSSE Standards, and the HSSE Procedures to always protect people and the environment.   • Strong oral and written communication skills in to guide & communicate information to multi‑national personnel and different levels of work force and a large variety of vendors and subcontractors.
  • Work Conditions

  • Work Location shall be assigned by CIC Section Manager – Construction or Delegations, business trip to Site as required and there are opportunities to be assigned for full time at appointed project site, including international locations where applicable.
  • Normal exposure to hazards such as noise, heavy equipment, temperature extremes, chemicals, working at height for construction site environment.
  • Qualifications

  • Computer skills including Mobile Devices with proficiency in Microsoft 365, Database, 3D Model Viewer, PDF Power BI (is an optional advantage), Alteryx (is an optional advantage).
  • Experience in construction material management / inventory management, quality and HSSE requirements.
  • Advanced proficiency in Microsoft Excel for Data Analysis and Reporting, and Material forecasting analysis.
  • Strong working knowledge of marine yard, modules yard and integration yard.
  • Strong material knowledge of structure / mechanical / piping / EICT / painting / insulation, and preservation.
  • Competencies

    Technical

  • Bachelor’s Degree or Technical college certificate in Supply Chain Management or related field.
  • Track record of construction material management, FPSO projects with marine yard, module yard and integration yard (is an optional advantage).
  • Minimum 5 years’ experience in onshore / offshore Oil & Gas area or FPSO EPC.
  • Strong understanding of inventory management principles and best practices.
  • Strong analytical skills with ability to interpret complex data sets.
  • Experience in SAP (is an optional advantage) or SPMAT (Mandatory).
