Senior Programme Specialist – Active Modes

We’re looking for a person with a passion for walking and cycling to join our Active Modes Group as a Senior Programme Specialist. You’ll be part of a small team that delivers initiatives and programmes that engage more people in walking and cycling.

Opportunity

The role is diverse and offers the opportunity to contribute to innovative activation plans and community engagement to maximize utilisation of the cycle network, ongoing investment in bike hubs and organise cycle skills initiatives. It also includes initiatives to encourage end‑to‑end multimodal journeys. You will set up, deliver and promote collaborative campaigns and storytelling initiatives that support our walking and cycling work, and help scale community‑based programmes that build cycling capacity.

Key Tasks

  • Development and delivery of programmes, events and promotion that wrap around new cycling infrastructure to maximize benefits realisation and support connections with public transport.
  • Delivering programmes such as cycle skills training and community bike hubs, while actively identifying new opportunities to expand their reach and impact.
  • Gaining trust, support and managing ongoing relationships with key stakeholders such as elected representatives and community leaders to enable or co‑design activities.
  • Applying behavioural science methodologies to design and develop initiatives that encourage people to make sustainable travel choices.
  • Working on storytelling activities that positively promote walking and cycling in relation to activation plans, collaborating internally and with external contractors.
  • Providing advice, guidance and aligning work to teams designing, consulting or constructing capital projects or new public transport services to help local people walk and cycle more.

About you

We are seeking a champion communicator with exceptional relationship building skills and a genuine passion for promoting walking and cycling initiatives.

  • A degree or equivalent qualification in a relevant discipline such as planning, engagement, community development or behavioural science.
  • Five years' experience in planning, transport planning, engagement or behavioural science, including developing and managing regional programmes / projects and managing stakeholder relationships.
  • Project and / or programme management qualifications.
  • Experience with agile methodology.
  • Experience in managing programmes, budgets, reporting and evaluating project effectiveness.
