The New Zealand Customs Service | Te Mana Ārai o Aotearoa is seeking a Change Manager to lead and manage all aspects of change in relation to a significant regulatory change project.

About the Role | Mō tēnei tūranga mahi

As Change Manager, you'll play a pivotal role in ensuring smooth implementation and operational readiness by leading on the assessment, planning and delivery of change activities. You'll work in a dynamic, multi-stakeholder environment as part of a project team driving towards successful implementation.

Your Responsibilities Will Include

  • Leading change, delivery, and stakeholder engagement.
  • Assessing change impacts and tailoring strategies to support operationalisation and implementation.
  • Coordinating training and readiness activities with internal and external partners.
  • Translating complex technical concepts into clear, audience-appropriate messaging.
  • Facilitate change planning sessions and contribute to the implementation planning process.
  • Build strong relationships across Customs, partner agencies and industry partners.

This is a fixed term contract for 12 months and you will report to the Strategic Programme Manager. The salary range for this role is $124,950 to $169,050 (negotiable).

About You | Ko wai koe

You are an experienced change manager (minimum 5 years) with proven experience working with leaders and people at all levels of an organisation. You thrive in dynamic environments and will have the ability manage multiple priorities and deliver results.

  • Proven experience in leading change initiatives within complex environments, across a range of projects and initiatives.
  • Strong planning, coordination, and stakeholder engagement skills.
  • Ability to communicate complex concepts clearly and effectively.
  • Confidence working independently and collaboratively under pressure.
  • Familiarity with project delivery and continuous improvement practices.

    To work for the New Zealand Customs Service, you must be able to meet the following requirements :

  • Be a New Zealand Citizen or New Zealand Permanent Resident
  • Residing in New Zealand at the time of application
  • Have resided continuously in New Zealand for the last 5 years
  • ) If you are a New Zealand Citizen or New Zealand Permanent Resident who has resided in New Zealand for the last 5 years but have been absent from New Zealand for periods of 6-9 months within the past five years, preferably in one or more of the following countries : either Australia, Canada, UK or the USA then you will be required to provide overseas Police certificates for these periods spent outside of New Zealand.
  • Successful applicants are also required to pass a drug test and have a clear Police record.
