Overview

Join to apply for the Chapter Lead Infrastructure Engineering role at NZ Transport Agency Waka Kotahi .

This is a high‑impact leadership role within the Digital Group, responsible for establishing and leading the Infrastructure Engineering chapter (System Engineers, Senior System Engineers and Principal System Engineers) and partnering with external suppliers to build a scalable, skilled, cost‑effective delivery capability.

The opportunity

  • Based in Wellington, Auckland or Palmerston North.

Role responsibilities

  • Establish and lead the Infrastructure Engineering chapter within the Digital Group, reporting to the Head of Digital Operations.
  • Provide servant leadership, deep technical expertise, and hands‑on execution as appropriate.
  • Deploy chapter members to value‑creation opportunities within agile delivery squads; focus on mastery of craft and capabilities development.
  • Shape strategy, agile delivery, and organisational culture; foster growth and collaboration across teams.
  • Be accountable for technical leadership within the chapter; maintain growth mindset and awareness of emerging technology trends.
  • Attract and partner with external suppliers to ensure scalable, skilled resources and cost effectiveness; build a Centre of Excellence and standardise ways of working across squads.
  • Champion Agile ways of working and continuous improvement; establish standards, tools, templates and guides aligned to strategy and agile methodology.
  • Stay informed on industry trends and promote a culture of continuous learning within the chapter.
  • You will hold a people leadership role with a span of control of around 20 direct reports.

    Salary range : $156,458 to $185,000 (commensurate with skills and experience).

    About you

    Knowledge and experience

  • Strong, proven experience (minimum ~5 years) as a Chapter Lead or similar leadership role, providing technical leadership within the team and across the organisation.
  • Strong understanding of agile practices (Scrum, Kanban, Lean) and familiarity with agile ceremonies; experience in an Agile matrix model is beneficial.
  • Deep understanding of your chapter’s capability; a broad (T‑Shaped) background relevant to the capability.
  • Strong leadership, strategic thinking, and ability to set a vision and motivate the team.
  • Excellent communication skills for facilitating discussions and collaborating with business and technical stakeholders and senior leaders.
  • Servant leadership : empower the team, remove obstacles, and foster a positive, collaborative environment.
  • Build strategic partnerships with external suppliers for scalable, skilled, and cost‑effective resources.
  • Align the chapter’s work with business objectives and strategy; balance technical excellence with business value.
  • Willingness to gain understanding of Te Ao Māori, Te Reo Māori, and Te Tiriti o Waitangi as they apply in the public service.
