Mō tēnei tūranga - about the role
The Public Safety Network (PSN) is the new communications service for New Zealand's frontline emergency services responders being rolled-out from mid-2023. Fire and Emergency, Police, Hato Hone St John, and Wellington Free Ambulance will be the network's first users, and there is scope for other government agencies to join in the future.This role will be a key part of integrating PSN solutions into Fire and Emergency's day-to-day operations, reporting into an expanded Business Analysis function within the EPMO. This team has been built on the principles of leaving things better than we found them, and Kiritaki Tuatahi : using design thinking to deliver outcomes for our stakeholders.To better support the organisation in delivering change we are looking to appoint a Senior Service Design Lead to :
Understand service management processes, workflows, and identify actions to support PSN integration.
Undertake research, analysis, and co-design activities to map current and future state service journeys.
Complete current state and gap analysis.
Work across the organisation.
Develop service design tool sets.The Senior Service Design Lead will play a key role in determining aspects of our service management for critical systems. The projects that the Business Analysis team are involved in are as diverse as the communities we serve; you will have the chance to work with a range of stakeholders as we continue to build our processes and practices for use across the organisation.This is a fixed term position until 30 June 2026.

We are looking for someone to help with key aspects of our delivery of the Public Safety Network. This work will see Fire and Emergency NZ updating key systems to ensure front-line staff have access to secure and resilient communication tools that enable them to do their jobs, stay safe, and support our communities. Bring your exceptional time management skills, and your excellent communication to engage at all levels of an organisation
To be successful in this role, we'd expect you will have :
Worked across a broad range of projects.
Proven experience leading service design for complex, multi-stakeholder programmes.
Worked within a complex event driven organisation.
Critical thinking skills.
An ability to work autonomously or lead pieces of work.
Strong previous Service Design or Business Analysis experience or directly transferable skills from similar role.
An ability to build collaborative working relationships with a wide range of people across an organisation.
An ability to work in a complex and challenging environment.
Strong documentation and facilitation skills.
The salary range for this role is $136,874 - $152,082 (pro rata), dependent on skills and experience relevant to the role.
