Job description

The Minister of Internal Affairs (the Minister) is seeking applications from eligible candidates for two member vacancies on the Library and Information Advisory Commission (LIAC).

OVERVIEW OF THE LIBRARY AND INFORMATION ADVISORY COMMISSION

LIAC is an unincorporated body established under section 22 of the National Library of New Zealand (Te Puna Matauranga o Aotearoa) Act

  • . Its role is to advise the Minister on :
  • library and information issues, including matauranga Maori, and access to library and information services
  • the role of library and information services, including matauranga Maori, in the cultural and economic life of New Zealand, and
  • any other matters requested by the Minister.

SKILLS, KNOWLEDGE, AND EXPERTISE SOUGHT FOR LIAC

Expressions of interest are being sought from candidates who possess a mix of several of the following skills, knowledge, and expertise :

  • Governance and accountability experience, including public sector or complex organisational governance, strategic planning, and accountability processes.
  • Library, archives, and GLAM sector (Galleries, Libraries, Archives and Museums) experience, including senior leadership or professional expertise across the library, archives, or wider GLAM sector, managing change and planning for future sector issues.
  • Capability in digital and information systems, including an understanding of information management, emerging technology, digital access, and data governance (intellectual property, privacy, and cultural sovereignty).
  • Expertise in education, literacy, and community engagement, including experience with educational, literacy, or community development programmes, and an understanding of the social and community impacts of information access and use.
  • An understanding and application of Matauranga Maori and Te Ao Maori principles as they relate to information and cultural heritage.
  • MEMBERSHIP, COMMITMENT AND FEES

    LIAC consists of up to six members appointed by the Minister after consulting with the Minister for Maori Development. The National Librarian is an ex officio member.

    LIAC typically meets four or five times a year. Attendance at additional meetings may be required from time to time.

    Fees for attendance at meetings are paid in accordance with the Cabinet Fees Framework. LIAC is a Group 4, Level 3 body under the Cabinet Fees Framework. The daily fee for members is $330 and members are reimbursed for travel and other reasonable expenses incurred.

    EXPRESSION OF INTEREST PROCESS

    Candidates who would like to be considered for appointment to LIAC must provide all the following information to the Department of Internal Affairs at

  • Current curriculum vitae.
  • Cover letter from the nominee explaining their interest in the role and how their skills and experience match those being sought.
  • Scan or photo of their photo identification (valid driver's license or passport).
  • Conflicts of interest

    Candidates must declare any actual or perceived conflicts of interest, or any other matter that may make their appointment inappropriate. Applicants will also be asked to confirm their personal and financial probity. The Department if Internal Affairs may check the accuracy of any information provided.

    ADDITIONAL INFORMATION

    Applications by way of nomination will undergo a contestable appointments process in line with the Public Service Commission's Board Appointment and Induction Guidelines and will not necessarily result in an appointment.

    Eligibility

    As a general rule, Ministers should not appoint public servants to statutory bodies. Therefore, persons employed in the public service are ineligible for appointment to LIAC.

    In discharging their duties, members of LIAC are expected to act in the spirit of service and with the highest levels of integrity and professional and personal standards. This includes being familiar with and acting in accordance with the Code of Conduct for Crown Entity Board Members(1) issued by the Public Service Commissioner under section 17(3) of the Public Service Act
