Napier City Council is looking for an experienced and strategic leader to join our Strategy & Programme Delivery team as Portfolio Lead – Transformation & Digital. In this role, you will oversee a diverse portfolio of organisation‑wide initiatives, ensuring projects are prioritised, aligned with Council objectives, and delivered to create lasting value for our community.

You’ll play a pivotal role in embedding a culture of continuous improvement and digital enablement, guiding teams through change, and championing innovative solutions that streamline services and drive operational excellence. This is a unique opportunity to shape the Council’s transformation journey and contribute to a future‑ready, agile organisation.

The Opportunity

• Lead and oversee the delivery of Council-wide transformation and digital initiatives, ensuring alignment with strategic priorities.
• Champion the integration of innovative digital tools and solutions to improve services, efficiency, and customer experience.
• Collaborate with internal teams, iwi partners, and external stakeholders to ensure successful project outcomes and adoption of change.
• Shape a culture of agility, innovation, and continuous improvement that supports Napier City Council’s long‑term vision.

About You

What we Offer

This is a permanent, full‑time opportunity working 40 hours per week, Monday‑Friday. You will be based in Napier.

The annual salary package for this role is between $112,900–$132,800 (including KiwiSaver), with the final offer depending on your skills and experience.
