    The Pacific Islands Forum Fisheries Agency (FFA) is an intergovernmental organisation working to strengthen national capacity and regional solidarity so Pacific island countries can manage, control, and develop their valuable tuna fisheries now and into the future.

    Based in Honiara, Solomon Islands, FFA’s 17 member nations are Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

    Since 1979, FFA has facilitated regional cooperation so that all Pacific countries benefit from the sustainable use of tuna – which currently contributes around USD $1 billion per annum to Pacific economies through access revenue and contribution to GDP, and is important for many people’s livelihoods in the Pacific.

    About the Opportunity

    The Pacific Islands Forum Fisheries Agency (FFA) is looking for a full-time Financial Accountant based in Honiara, Solomon Islands .

    This appointment is made on a three-year term and may be renewable for a further three years subject to availability of funds, ongoing need for the position and performance.

    Reporting to the Finance Manager , this position ensures the integrity, accuracy, and timeliness of the Secretariat’s financial records, with oversight of financial accounting processes, statutory compliance, and internal controls. The role leads the financial operations function of the Finance Unit and manages day-to-day financial transactions and operational accounting.

    More specifically, your responsibilities include but are not limited to :

    • Ensuring the integrity, accuracy, and timeliness of the Secretariat’s financial records
    • Overseeing financial accounting processes, statutory compliance, and internal controls to safeguard assets and meet donor, funding, and accounting standards
    • Leading day-to-day financial operations, including financial transactions and operational accounting activities
    • Preparing, presenting, and clearing annual audited accounts within required timeframes
    • Providing accurate, relevant financial information to support management decision-making, audits, and financial reporting
    • Implementing and maintaining compliance with International Public Sector Accounting Standards (IPSAS)
    • Applying an understanding of the FFA Strategic Plan and Roadmap for Sustainable Pacific Fisheries to guide financial planning and activities
    • Contributing to the development of annual tasks aligned with the Business Plan
    • Supporting the formulation of the Annual Work Programme and Budget (AWPB) and revised budgets
    • Maintaining detailed working knowledge of the Secretariat’s Financial Regulations, Corporate Governance Policy, Financial Procedures Manual, and other key policy documents
    • The Key Result Areas will include (but not be limited to) :

      Effective day-to-day Financial Management and Preparation of Annual Accounts and Budget support. This may involve :

    • External Financial Reporting and Compliance
    • Leadership and Oversight of Financial Operations
    • Budget Monitoring, Analysis, and Reporting
    • Financial Policy Support and Records Management
    • Staff Supervision, Performance, and Development
    • About You

      To be considered for this position, you will have a Bachelor’s degree in Accounting, Finance, or a related discipline , along with full professional membership with a recognised accounting body (e.g., CPA, CA, ACCA), and a minimum of 5 years’ senior-level financial accounting experience , preferably within a regional or international organisation.

      The following skills and background will be highly valued :

    • Advanced financial analytical skills and technical accounting expertise
    • Demonstrated experience leading compliance and reporting initiatives
    • Prior experience working with financial management systems in similar organisations
    • Strong knowledge of IPSAS and donor reporting requirements
    • Proven ability to supervise staff and lead accounting functions in a cross-cultural setting

      About the Benefits

      This position offers a competitive, tax-free salary of USD $54,332 – $76,704 p.a. , inclusive of location and Cost-of-Living Differential Allowances (COLDA). Appointments are typically made at 85% of the salary grade, with the potential for higher offers based on qualifications and experience.
