Overview

Support sustainable fisheries management and capacity building in Tuvalu

Full-time | 3-year contract with potential to extend

Based in Funafuti, Tuvalu

The New Zealand Government, through the Ministry of Foreign Affairs and Trade (MFAT), is partnering with the Government of Tuvalu to strengthen the management of Tuvalu's fisheries resources.

As part of this, MFAT and the Tuvalu Fisheries Authority (TFA) are seeking a Tuvalu Fisheries Adviser (Offshore) to provide technical assistance and capacity development support to the TFA, helping to maximise sustainable benefits from Tuvalu's rich marine resources.

This role will be based in Funafuti and contracted directly to MFAT.

It is a senior technical advisory position working alongside the TFA Managing Director and supporting the delivery of the Tuvalu Fisheries Support Programme Phase 3 (TFSP3).

This key position reports to the TFA Managing Director and will support the implementation of TFA's workplans, corporate planning, and regional obligations.

You will work closely with stakeholders across government, regional organisations, and communities to ensure the success of Tuvalu's fisheries sector.

Key Functions for the Tuvalu Fisheries Adviser (Offshore)

Establish and maintain relationships with TFA Staff, senior government officials and regional partners.

Lead capacity development initiatives to strengthen TFA's management and staff.

Support the preparation of policies, board papers, budgets, and strategic plans.

Assist with organisational development and implementation of corporate and annual workplans.

Facilitate collaboration with regional partners including the PNA Office, FFA, WCPFC, and SPC.

Support Tuvalu's obligations under regional fisheries arrangements and commissions.

Drive implementation of the TFSP3 Grant Funding Contract, working closely with a locally recruited project manager.

Support the effective use of World Bank PROP funding in a sustainable manner.

Contribute to recruitment and coordination of technical assistance for coastal and offshore fisheries.

Qualifications and Expertise

A relevant tertiary qualification (Master's degree or equivalent desirable).

At least 10 years of experience in the fisheries sector, including 5 years in a senior management or advisory role.

Proven experience in capacity building and institutional strengthening within fisheries agencies.

Experience working in the Pacific region, preferably in Tuvalu or similar contexts.

Strong understanding of fisheries policy, compliance, and governance frameworks.

Demonstrated ability to represent national interests in regional and multilateral forums.

Excellent communication and interpersonal skills, with a proven ability to mentor and motivate staff.

Willingness to be based in Funafuti and undertake fieldwork in outer islands as required.

Casual Loading
